when all media is busy reporting swine flu update informing that an elderly woman and a teenager boy dying of swine flu in Pune and Raipur, the pandemic toll in the country has risen to 24 but at the time farm suicide epidemic has claimed four more fresh cases cotton farmers suicides and recent victims of on going crop failure due to drought are

1.Sudam Rathode of villiage Sukali taluka Arni in Yavatmal District
2.Dilip Sahare of villige Hiwara barsa in Zari taluka of Yavatmal District
3.Hansraj Raut of villige Nilaj in Sakoli of Bhadara District.
4.Sukhadev Rathode of Gramviratha in Washim District.

They, all from different parts of western Vidarbha, waited for their brothers who were cotton farmers. These four farmers committed suicide due to sudden crop failure but the crisis in India is deep as Prime Minister Manmohan Singh has officially declared that the monsoon has failed and as many as 161 districts, nearly one third of the country, have been badly affected and most of standing crop damage beyond the revival .when swine flu toll in the country has risen to 24 same farm suicide figure reported allover the India is 5 times more than toll as 124 farmers have committed suicide since June 14th this year after monsoon failed to active mostly from vidarbha and andhara ,Kishore Tiwari Vidarbha JanAndolan Samiti informed in press note today.

Vidarbha is staring at the worst ever drought this year with an unprecedented short fall in monsoon rain , pest epidamic destroying standing crop and steep decline in ground water level as these four-month (June-September) monsoon is the main source of water for irrigation in the country.

Nature seems to have turned against Vidarbha this year as with half of the kharif season over, the region has received less than 40% of the normal rainfall. If it does not rain in good measure in next five days, it could lead to a drought in the region., The situation is worse in western Vidarbha, a mainly cotton and soyabean growing area, which received a meagre 35% of the average rainfall this monsoon in the already distressed, farmers' suicide-hit Amravati division as well in eastern Vidarbha's Nagpur division
for want of rains, sowing could take place in less than 80 per cent of the total cultivable land, Vidarbha Janandolan Samiti (VJAS) informed in a letter addressed to Indian prime minister Dr.Manmohan singh urging him to send team of experts to make spot assessment of emerging severe drought like condition in farm suicide hit vidarbha .

'Maharashtra chief Minister Ashok Chavan should visit vidarbha and arrange to call for the emergency meeting of all district collectors, agriculture officers and experts, chief executive officers of zilla parishads, forest department and electricity distribution company officials to discuss measures in the event of the drought-like situation getting worse if it does not rain in the next week 'kishor tiwari of VJAS added.

As the total water in reservoirs of the major dams in the vidarbha is about 34 percent as ground water level has dropped down considerably there will not enough water for drinking water purpose hence VJAS has asked the administration to take step to protect dam water and henceforth should not be allowed for crop irrigation. VJAS urge officials to arrange fodder on a war-footing as demand is already coming for supplies from districts like yavatmal,akola,washim,buldhana where rainfall this season has been abysmally poor," said tiwari.
farmers in the drought-prone Vidarbha region of Maharashtra welcomed the first showers of monsoon which were delayed and completed the sowing of cotton and soyabean but this dry spell coupled with pest attacks have now damaged more than 50% standing cash crop of the region which has added fuel in existing despair gloom in already distressed farmers hence we want urgent relief from administration ,tiwari added.

4 farmers commit suicide on Rakshabandhan day in Vidarbha

It was an endless wait for sisters of four different families, who, like every year, looked forward to the arrival of their brothers with sweets, rakhi and vermillion on Rakshabandhan. But fate had planned otherwise. They, all from different parts of western Vidarbha, waited for their brothers who were cotton farmers. These four farmers committed suicide due to sudden crop failure.

According to reports reaching here on Wednesday, the victims were identified as: Ramdas Pawar of Chirkuta (Yavatmal), Madan Andale, Pimpalgaon (Amravati), Prakash Kokate of Gaigaon and Dadarao Mankar, Hiwarkhed (both Akola). While Ramdas ended his life by swallowing poison, Dadarao and Prakash committed suicide by hanging themselves. Madan Andale killed himself by jumping into a well. All the victims have ended their lives because of huge debts and agrarian crisis. With the deaths of these farmers, the toll has risen to 7 this month while the figure was 36 last month.

According to Vidarbha Janandolan Samiti which has been documenting farmers’ suicide since 2001, as many as 288 farmers killed themselves this year while the figure was 784 last year. In 2007, as many as 1044 farmers committed suicide in Vidarbha region, it claimed.

Kishore Tiwari of the Samiti informed that all traditional cotton growers were under huge debt and lost standing crops after the dry spell of rain and pest attack. Drought may bring acute drinking water problem, food and health crisis. Administration should act fast to stop innocent victimization of distressed cotton farmers. The state should immediately provide food security, employment and debt reconstruction to bail out the debt-ridden farmers of Vidarbha, insisted Tiwari.

VJAS team after touring vidarbha in a memorandum to chief minister of Maharashtra Ashok Chavan urged to act on dought prone condition of vidarbha as farmers complain despite their prevailing condition there has been no help forthcoming from Government.

Soyabean farmers in Vidarbha region of Maharashtra are most effected due to dual nature of hardship as complete soyabean in vidarbha under 1.6 million hector has been attacked by semilooper pests. farmers already spent huge amount of money on semilooper pest management but it has destroyed soyabean plants at massive scale but administration aid is till awaited .VJAS urged chief minister to arrange requisite help to dying soyabean growers of vidarbha..

This year in vidarbha record 2 million hector area is under Bt.cotton cultivation which required assured rain and intensive care for harvesting and sudden climate change after dry spell of 15 days ,there is massive attack of mealy bug on cotton crop coupled with root rot disease damaging the standing cotton crop beyond repair ,this has increased input cost of cultivation to large extent and will drop down the yield too, memorandum added.

“Vidarbha farmers are facing very difficult time not only due to first delayed monsoon and now no rain and massive attack of pest and mealy bug but severe shortage of urea and fertilizer black-marketing is adding fuel their hardship. vidarbha farmers needs food security and health care to avoid distress being converted into extremity of suicide as recommended by Prof.Narendra Jadhav Committee Report ”Kishore Tiwari urged the administration.

“All political leaders are election mood which due in October but nobody is looking serious issue of dying farmers if this dry spell is continued then not only all standing crops will be damaged 100% but there will be big problem of drinking water and fodder to cattle. it’s high time for Govt. to act” Mohan Jadhav secretary of VJAS added in press note .

“2 million jobs are lost,food grain production dropped by 25%,outstanding debt mounting to Rs.1,58,520 crore,interest payment on debt is Rs. 12,953 crore,30% drop in employment provided under National Rural Employment Guarantee Scheme (NREGS), poverty ratio in the State is 30.7 per cent as against All-India average of 27.5 percent and more than 6000 farm suicides and lacs of tribals death due to malnutrition and starvation” this is not report of any state in Africa but in extracts of official economic survey report submitted by Maharashtra Govt. in legislative assembly and made available on state Govt. website,Vidarbha Jan Andolan Samiti(VJAS) warned state Govt. regarding economic collapse and urged central Govt. intervention to avoid systematic failure of fiscal structure of Maharashtra .

As per recent economic report ,it is informed that the revenue receipts of the State Government are expected to be Rs. 79,911 crore during 2008-09 as against Rs. 79,860 crore during 2007-08. The tax revenue of the State is expected to be Rs. 60,839 crore in which State’s own tax revenue is Rs. 51,893 crore (85 per cent). The non-tax revenue is expected to be Rs. 19,072 crore.The revenue expenditure of the State Government during 2008-09 is expected to be Rs. 78,946 crore, higher by 19 per cent over the previous year, of which interest payment is Rs. 12,953 crore (16.4 per cent).The total outstanding debt during 2008-09 is expected to be Rs. 1,58,520 crore (25.8 percent of the GSDP).The food grains production for kharif and rabi season in the State is estimated to be 117.19 lakh M.T. as a preliminary forecast, less by 24 per cent compared to that of the previous year. A steep fall of 49 per cent is expected in production of oilseeds. Sugarcane production is also expected to be much lower by 43 per cent (at 508.13 lakh M.T.) mainly due to reduction of 30 percent in the harvested area.The estimated employment in the State, based on National Sample Survey, which was on rise till 2004-05 at 4.3 crore, declined to 4.1 crore in 2007-08 clearly indicating the footprints of recession.The employment provided under National Rural Employment Guarantee Scheme (NREGS) during 2008-09 was 4.2 crore person days as against 6.0 crore person days provided under Employment Guarantee Scheme (EGS) and NREGS during 2007-08.The poverty estimate provided by the Planning Commission of India, reveal that the poverty ratio in the State during 2004-05 is 30.7 per cent as against All-India average of 27.5 percent. Though the results at various points of time show decline in poverty ratios, the number of persons living below poverty line is gradually increasing since 1973-74 and increased by 12.2 lakh persons in 2004-05 as compared to 1993-94.

Kishore Tiwari of VJAS has asked today to central Govt. to review economic crisis in Maharashtra due to uncontrolled plan and unplanned expenses of state Govt. and on going fiscal deficit of state Govt. as bureaucratic control is of executive is missing and corruption in administration is at it’s peak hence fiscal monitoring and central review is needed..

“this is election year but people of Maharashtra will have to pay cost of political misdeed in future ,more hardship are in pipeline if corrective steps are not taken today” tiwari added.

The Vidarbha Jan Andolan Samiti (VJAS) has drawn the attention of the President Pratibha Patil for urgent intervention in the very serious issue of the colossal damage that the Adani mines would cause in the vicinity of the famous Tadoba-Andhari Tiger Reserve (TATR). A whopping 1,600 hectares of the land allocated to the private company supports rich forest from which over 12 lakh full grown trees will be cut down for the mining work,

It said that the biodiversity mainly comprises 18 animal species, nine of which including tiger and leopard are endangered species, 75 species of trees, 35 species of shrubs and herbs, 16 species of bamboo and grass and 21 species of climbers costing more than Rs.3 billion.

VJAS has mentioned the reference complete public support of Chandrapur district environmentalists, now seven MPs from Vidarbha region joined hands to show their support to the cause of protecting last remaining tiger havens in the country.

The MPs from the region, forgetting their political affiliations, Congress MPs led by Vilas Muttemwar (Nagpur), Datta Meghe (Wardha), Marotrao Kowase (Gadchiroli) , BJP's Hansraj Ahir (Chandrapur) , Sanjay Dhotre (Akola) and Shiv Sena's Anandrao Adsul (Amravati) and Pratap Jadhav (Buldhana) joined hands to show their support to the cause.

VJAS has attached copy of a joint letter of these M.P.s to Prime Minister Manmohan Singh drawing his attention to the colossal damage that the Adani mines would cause in the vicinity of the famous Tadoba-Andhari Tiger Reserve (TATR).

As per letter handed over to the PM by Dutta Meghe and Sanjay Dhotre, two prominent leaders from Vidarbha, it is reported that "Adani Power Ltd has been allocated 1,750 hectares of rich forest land having coal reserves at Lohara neat Tadoba. We are of the considered view, based on incontrovertible information, that operation of the proposed opencast coal mine will cause irreparable damage to the rich biodiversity in and around TATR and seriously endanger the very existence of the tiger. There are 45 tigers in the reserve forest, rated as the best in the country in terms of tiger density,"

Throwing light of serious impact of damage letter further adds that’s whopping 1,600 hectares of the land allocated to the private company supports rich forest from which over 12 lakh full grown trees will be cut down for the mining work, The biodiversity mainly comprises 18 animal species, nine of which including tiger and leopard are endangered species, 75 species of trees, 35 species of shrubs and herbs, 16 species of bamboo and grass and 21 species of climbers. As per the environmental impact analysis, the environmental cost would be a mind boggling Rs 2.78 billion.

It is reported in the media that the mining operation sp close to a protected forest negates the government's very own conservation policy on which billions are spent to protect tigers. VJAS has urged the President to look in to MPS suggestion that Adani Power Group can be given an re-allocated some alternatives mining blocks or links where there is no damage to forest and wildlife.

Otherwise, it said that the company may be advised to use coal which it regularly imports for the proposed power plant to come up at Tiroda in Gondia district. This way power can be produced without sacrificing rich forests, rare biodiversity and endangered tiger.

VJAS president Kishore Tiwari said that the EIA and Adani group coal block controversy is not new. He alleged that the NCP leader and union minister for civil aviation Praffull Patel has played key role to clear this coal block hence his name is missing from the letter. He said that they have proof to alleged massive corruption and active role of Adani’s Election Fund to Congress and NCP to get EIA clearance. (EOM)
