Vidarbha Janandolan Samiti activist group  has come out openly to support  Shivsena and all party action committee stir against   rampant corruption and massive exploitation at all Toll-Plazas throughout Kolhapur  and demanded the urged to scrap all BOT agreements allowing such Toll collection centers  where roads  are even completed and damaged and ten time cost of the project is recovered being operated  in to alleged nexus in  political leaders, babus and contractors even judiciary is being used to legitimize this illegal Toll Gate scam by giving misleading information’s  before all toll booths are set on fire like Kolhapur metro   , Kishore Tiwari  President VJAS informed in press release today.

In vidarbha which is backward region of Maharashtra hundreds of BOT roads needlessly constructed with giving exaggerated cost escalations in some cases 10-20 times from real cost of construction ,some of four lane roads have been replaced by good working condition two lane road even when there was no vehicular traffic on the route ,most of BOT operator in vidarbha is business partner of political party in power or main opposition party and this fact is known to all section of civil society and media  till crop of Toll Plaza is mushrooming day by day even after there is strong protest from local residents but powerful mafias are just suppressing the unrest  with muscle power and political-administrative protection and revolt like Kolhapur is only solution for illumination of Toll-Raj in vidarbha, Tiwari added.

‘Vidarbha there is massive backlog of road and under constitutional provision of section 371,Govt. should pay the real cost of project and scarp all agreement  of going or existing BOT road project   other wise Toll-Plaza will give humiliating defeat like Delhi to Maharashtra Govt.’. Tiwari warned .

“Govt. should look in to facts of the study report 2013 done by the Transport Corporation of India and IIM Calcutta that Slow truck speeds on highways and delays at toll plazas are costing the country about Rs.60,000 crore a year, but recent facts are more shocking that more than Rs.60,000 crore  by the BOT operators by way collecting unjustified and unlawful levy  from innocent transporters lastly poor common man has to pay it   hence whole issue on going TOLLGATE scam is national issue not limited to Maharashtra and now time has come to brake  this unholy cartel of top political leaders to stop this flood of tolls and people will have liberty to move freely in this so called liberated democratic India” Tiwari added.

The unholy cartel of Babus-political leaders-contractors and blind eye of media and judicial system as open as sunlight can be seen on NAGPUR-CHANDRAPUR, NAGPUR –AMARAVATI AND NAGPUR –HYDRABAD highways and we are ready provide more concrete documentations of stage managed contracts and exaggerated estimate and then over valued toll-tax collection hence we demand the complete judicial probe over ‘TOLL-GATE’ scam which is much higher than ‘COAL-GATE’ scam, Tiwari added.

‘Last anti-corruption crusader Anna Hazare demanded  closer of all Tolls and threaten stir and surprisingly PWD Minister of Maharashtra  closed more than 27 MSSRDC tolls to pacify  Annaji but after three month all tolls were reopened ,it shows that tolls are being opened and run as per wish and will of minister and unholy nexus between political parties are allowing the misdeed to continue that much more humiliating hence we are supporting stir and will take this issue to all legal forum of redressal ’ Tiwari said .

Having awaited for last 9 years lastly Maharashtra Govt. has now decided to look in to issues of the 225 hector  farm land, 80% is rain fed in Maharashtra  who are in debt trapped and despair and distress is forcing them to kill themselves and per record of NCRB more than 60,000 dry land farmers have committed suicides  since 1997 hence this important decision, the state cabinet at its special meeting on Thursday gave approval to the Rs20,000 crore Dryland Farming Mission which is a Central government scheme under Bharat Nirman campaign under project a integrated approach to implement all Central and state schemes to be grouped to find ways to improve dry land farmers' economical condition ,this is one of the attempt to introduce sustainable farming  and crop patterns to dying farmers who are innocent victims of MNC base rain sensitive cash crop farming  hence we welcome the decision , said Vidarbha Jan Andolan Samiti president Kishore Tiwari

"The proposal has been awaiting government green signal for quite some time. So, it's better late than never," said VJAS  chief Tiwari. He hoped concerted efforts would be made to wean away farmers from cash crops that have ruined the economy in dry land farming. Welcoming the mission, he said, "Ideally, subsidy or incentive should be provided for promoting food crops."

In Maharashtra total population of the state, 55% is engaged in agriculture and  the 225 lakh hectares available for cultivation, as much as 80% is dry land, without any assured irrigation and totally dependent on natural rainfall. While smaller section of farmers having irrigation facilities reap better, multiple harvests and corner major incentives like water and power subsidies, dry land farmers live under perennial uncertainties. Besides no guarantee of good yields year after year, market fluctuations squeeze their annual income, mostly obtained from single cash crop and these are reasons drawing them in debt trapped and forcing them to commit suicides hence giving focus to dry land farmers was much needed and long pending demand of vidarbha-Marathawada region addressing crisis and efforts to  improve yield, provide allied income generation avenues like fishery and dairy farming, and shifting crop pattern from cash to food crops even the decision has been taken keeping eye on next election but as activist of dry land farmers we welcome the move, Tiwari added.

VJAS support the dryland  mission objective of  multiple crop system, changing crop patterns, changes in intercropping, introduction of private forests, animal husbandry and fisheries but  strongly opposed the introduction  private participation and public-private participation in agrarian sector ,Tiwari said

कृषिमंत्री शरद पवार यांच्या पुढाकाराने नागपूर येथे ५५ कोटी रुपये खर्च करून फेब्रुवारी महिन्याच्या दुसर्‍या आठवड्यात कापूस संशोधन संस्थेच्या पांजरी येथील आवारात आयोजित अखिल भारतीय कृषी प्रदर्शन ‘कृषी वसंत’चे आयोजन केले आहे. विदर्भातील आत्महत्या केलेल्या १० हजार शेतकर्‍यांच्या विधवांनी या प्रदर्शनाला प्रखर विरोध केला आहे.

 विदर्भातील ३० लाख शेतकरी नापिकी व कर्जबाजारीपणामुळे त्रस्त असताना, आत्महत्येचा मार्ग अवलंबित असताना, ३ हजार कोटींची मदत घोषित करून एक दमडीही या सरकारने दिलेली नाही. सार्‍या भारतात शेतकर्‍यांच्या आत्महत्येची राजधानी म्हणून प्रसिद्ध असलेल्या विदर्भात ५५ कोटी रुपये खर्च करून कोरडवाहू शेतकर्‍यांच्या दिवाळीखोरी व आत्महत्येला निमंत्रण देणारे बहुराष्ट्रीय कंपन्यांचे तंत्रज्ञान विकण्याचा गोरखधंदा शरद पवार यांनी बंद करावा, अशी मागणी विदर्भ शेतकरी विधवा संघटनेच्या अध्यक्ष बेबी बैस यांनी केली आहे.

 महाराष्ट्राचे अतिरिक्त मुख्य कृषी सचिव डॉ. सुधीर गोयल यांच्याप्रमाणे शरद पवार यांनी कृषी प्रदर्शनाला ४५ कोटी रुपये, तर महाराष्ट्र सरकारने १० कोटी रुपये तातडीने उपलब्ध करून दिले आहेत. संपूर्ण भारतातून १० लाख शेतकरी नागपूरला येणार असून यासाठी नागपूरमधील १३० मंगल कार्यालये, सर्व सरकारी निवासस्थाने आरक्षित करण्यात आले असून शेकडो बसेस, रेल्वे बुक करण्यात आल्या आहेत. या शेतकर्‍यांना सरकार ज्या कापूस तंत्रज्ञानामुळे विदर्भात मागील दशकात १० हजार शेतकर्‍यांनी आत्महत्या केल्या ते ‘तंत्रज्ञान’ दाखविणार काय, असा प्रश्‍न शेतकरी विधवा अपर्णा मालीकर यांनी उपस्थित केला आहे.

 सध्या विदर्भ ही शेतकर्‍यांच्या आत्महत्येची राजधानी होत असताना नागपूर कृषी प्रदर्शन भरविणार्‍यांच्या राजधानीचे स्थान म्हणून समोर येत आहे. भारतात सर्व जिल्ह्यांच्या ठिकाणी कृषी विज्ञान केंद्र आहेत, कापूस संशोधन परिषदेचे भारताच्या चारही दिशांना संशोधन केंद्रे आहेत व राष्ट्रीय स्तरावर शेकडो कृषी विद्यापीठे आहेत. तरीही नागपूरला सार्‍या देशातील शेतकरी आणून त्यांना विदेशी कृषी तंत्रज्ञान दाखविण्याचा ‘प्रयोग’ शरद पवार करत असल्याचा आरोप विदर्भ जनआंदोलन समितीने केला आहे.

 या प्रयोगाला विदर्भातील शेतकरी विधवांचा नैतिक विरोध असून हे सरकार डॉ. स्वामीनाथन समिती व डॉ. नरेंद्र जाधव समिती यांच्या शिफारशी मान्य करूनही काहीच करत नसल्याचा त्यांचा आरोप आहे. उपासमारीला तोंड देत असलेल्या १० हजार शेतकरी विधवांना साधे अन्न व आरोग्य सुरक्षा आणि शिक्षण सवलती देण्यासाठी सरकारांजवळ पैसे नाही हे कारण समोर करीत आहे. त्या केंद्र व राज्य सरकारांजवळ ‘या‘ उधळपट्टीसाठी ५५ कोटी रुपये कसेे उपलब्ध झाले, असा सवालही शेतकरी विधवांनी केला आहे.

 सरकारने हे नियोजित ‘कृषी वसंत’ प्रदर्शन रद्द करून ४५ कोटी रुपये विधवांच्या कल्याण निधीला दिले नाही, तर प्रदर्शनाच्या पांजरी येथील मुख्य दारासमोर शेतकरी विधवांचा उपोषण सत्याग्रह सुरू होईल, असा इशारा शेतकरी विधवांच्या हक्कसाठी लढणारे विदर्भ जनआंदोलन समितीचे नेते किशोर तिवारी यांनी दिला आहे.

Aid starved  10,000 farm widows and three million distressed vidarbha farmers who are committing suicides since 1995 due to  mounting debt and successive cotton crop failure in last ten years ,have urged union Govt. to spent more than Rs.45 Crore on so called  Biggest ever farm expo in the country from Feb 9-13 at CICR, Panjri (Nagpur )on Wardha Road  terming it as wasteful expenses and urging them to give this fund to 10,000 for rehabilitation dying vidarbha farm widows who are innocent victim of agrarian crisis due wrong policies and MNC owned technologies promoted of union Govt. ,Kishore Tiwari of Vidarbha Janandolan Samiti (VJAS) activist group working for rights of cotton farmers and farm widows since 1997 in vidarbha region urged Govt. in a letter to Union agriculture minister Sharad Pawar whose Brainchild is this mega expo.

When more than 3 million farmers from vidarbha are still waiting relief aid amounting Rs.3000 crore as Govt. is having fund crisis and now as additional chief secretary SK Goel that Govt. has released  Rs 45 crore budget for the event, Rs 10 crore will be the state' contribution and Govt. is arranging around one million  farmers from all over the country to visit Krishi Vasant, the mega national farm exhibition is being organized from February 9 to 13 at the Central Institute of Cotton Research's sprawling complex at Panjri on the outskirts of the city and all places of accommodation including 125 wedding halls have been booked, when CICIR has govt. four regional centers and ICAR centre in each district of India and promoting MNCs base technology  which has main cause agrarian distress in region resulting farm suicides this needleass waste expenditure of public exchanger can be avoided and same mopny can be used of empowerment dying more than 10,000 farm widows who are innocent victims same MNCs techonology, Tiwari added.

Even  the Supreme Court’s (SC’s) is his  interim order on Aadhaar 23rd September last year directed Govt.of India not to make  the unique identity number mandatory for domestic cooking gas subsidy ,oil companies are still going ahead with its time bound plan making natiliased bank account kinked with UID Aadhar card compulsory is being protested by rural vidarbha consumers  as Aadhar Card is not being made available even they are paying more than Rs.500 and waiting for months together moreover nationalized banks are asking minimum Rs.1000 for opening account hence majority of consumers in tribal rural part of region are being deprived of the subsidy hence they are demanding that the direct benefit transfer (DBT) scheme for delivery of subsidized cooking gas should given with consumer connection details and existing local cooperative bank or post account with UID and nationalized bank stringent condition ,kishore tiwari of activist group Vidarbha Janandolan Samiti VJAS informed in press release  today .

“In rural part the private payers who have been authorized by Govt. to issue UID Aadhar card has made mockery of process as there is no rules and accountability and people are charged more than Rs.500 moreover there are not getting cards even after six month of waiting more over nationalized banks in rural part of India are asking for Rs.1000 as minimum amount for opening the account and KYC norms documentation as per RBI guidelines which is not possible for majority of tribal and debt trapped farmers hence more than 70% consumers have failed to complete formalities and will not covered under   direct benefit transfer (DBT) scheme for delivery of subsidized cooking gas, forcing them to buy from open market hence we are asking union Govt. direct benefit transfer (DBT) scheme can be done without UID Aadhar card and it can be transferred in local rural bank account or post account very easily hence this request ”Tiwari added. .

‘When there is relief by the Supreme court on its  23 September order which has directed  the government not  make Aadhaar numbers mandatory for availing the benefits of government services and subsidies, including Aadhaar-based DBT is aimed at crediting government welfare payments and subsidies directly to the bank accounts of beneficiaries as there are around 140 million cooking gas customers in the country ,we are till confused why UID Aadhar card compulsion when it is not having any constitutional status and not governed by any law of the made by parliament hence such instruments being created valid ID with an executive order of babus which is being distributed in a haphazard way crating more scope for corruption and misdeeds needs to stopped without further delay’ Tiwari added.

 AAP Govt. which has initiated free water and power tariff cut as fulfillment of election manifesto but this will have larger impact  pro-liberalization agenda forced by world Bank which is asking  center and states to cut subsidies on water-power-fuel and private these most essential service to corporate houses and both main leading national parties congress and BJP will have to rethink their model of development instrumented by ‘US-WORLD BANK-WTO-IMF’ and this is good beginning and move toward the real independence hence we welcome AAP decision and urged all states should follow it mainly BJP ruled states who have kept their PM candidate in waiting to avoid ‘India shining-2004’ experience, Tiwari added.

राज्य विधिमंडळाच्या नागपूर हिवाळी अधिवेशनाचे सूप शुक्रवारी वाजले. मात्र, विदर्भातील आत्महत्याग्रस्त शेतकर्‍यांचे ज्वलंत प्रश्‍न याही अधिवेशनात उपेक्षितच ठेवण्यात आले. मुख्यमंत्र्यांनी विदर्भावरील वक्रदृष्टी कायम ठेवून शेतकर्‍यांच्या सर्व मागण्यांना कचर्‍याच्या टोपलीत टाकत नैराश्यग्रस्त शेतकर्‍यांना आत्महत्या करण्यास मोकळे सोडले आहे, अशी संतप्त प्रतिक्रिया विदर्भ जनआंदोलन समितीचे अध्यक्ष किशोर तिवारी यांनी व्यक्त केली आहे.

विधिमंडळाच्या हिवाळी अधिवेशनात कॉंग्रेसच्या नेतृत्वातील आघाडी सरकार कापूस व सोयाबीन उत्पादकांच्या प्रमुख मागण्यांकडे लक्ष देईल, असे वाटले होते. मुख्यमंत्री पृथ्वीराज चव्हाण सरकारचे हे शेवटचे अधिवेशन असल्यामुळे निवडणुकीवर डोळा ठेवून ते दिलासा देतील, अशी अपेक्षा होती. परंतु तीदेखील फोल ठरली आहे, असे तिवारी यांनी म्हटले आहे.

कापूस व सोयाबीनच्या हमी भावातील फरक बोनस म्हणून जाहीर करावा, सक्तीचे भारनियमन आणि वीज पंपाची तोड ३१ मार्चपर्यंत स्थगित करावी, सरकारने घोषित केलेली ३ हजार कोटींची नापिकी आणि पूरपीडितांची मदत त्वरित वाटण्यात यावी आणि बँकांची दारे बंद झालेल्या ३० लाख शेतकर्‍यांना सावकारी पाशातून मुक्त करण्यासाठी नव्याने पीक कर्जमाफी द्यावी, या वैदर्भीय शेतकर्‍यांच्या मागण्या होत्या. मात्र या मागण्यांकडे सत्ताधार्‍यांनी पाठ फिरवली, याकडे तिवारी यांनी लक्ष वेधले.

महाराष्ट्रातील कॉंग्रेस आघाडी सरकारने गेल्या दहा वर्षांत विदर्भाच्या शेतकरी व आदिवासींच्या मूळ प्रश्‍नाकडे पूर्णपणे दुर्लक्ष केले आहे. शेतकरी व आदिवासींच्या नावावर सुमारे ३० हजार कोटी रुपयांची उधळपट्टी करण्यात आली असून, त्यामध्ये ऐतिहासिक भ्रष्टाचार झाला आहे. सावकाराच्या जाळ्यात फसलेल्या शेतकर्‍यांची सावकारापासून मुक्तता करण्यातही या सरकारला, या नागपूर हिवाळी अधिवेशनात अपयशच आले असल्याचे तिवारी यांनी म्हटले आहे.

सरकारने नागपूर अधिवेशनात,‘ विदर्भात उद्योग येतील, सिंचन प्रकल्प येतील आणि सूतगिरण्या येतील,’ अशा मवाळ घोषणा पुन्हा एकदा केल्या. मात्र, या सरकारने शेतकर्‍यांच्या मूळ समस्या, कापसाला ६ हजार रुपये आणि सोयाबीनला ५ हजार रुपये प्रतिक्विंटल भाव देण्याकडे पूर्णपणे दुर्लक्ष केले. शेतकर्‍यांच्या मागण्यांसंदर्भात विरोधकांनीही केलेला पाठपुरावा गोंधळातच गेला असल्याकडेही त्यांनी लक्ष वेधले आहे.

सरकारने गेल्या ५ वर्षांत स्वामिनाथन् समिती व नरेंद्र जाधव समिती यांच्या शिफारशींमध्ये असलेल्या मागण्यांकडेही दुर्लक्ष केले आहे. या समित्यांनी शिफारस केलेल्या शेतकर्‍यांना बँकांकडून कर्ज, कोरडवाहू शेतकर्‍यांना अन्न सुरक्षा, आरोग्य सुरक्षा, त्यांच्या मुलांना मोफत शिक्षण या मागण्याही सरकार पूर्ण करू शकले नाही आणि विरोधक पूर्ण करून घेऊ शकले नाही, हे दुर्भाग्यच होय, असेही तिवारी यांनी म्हटले आहे.

एकीकडे सरकार ३ हजार कोटींची मदत दिल्याचे जाहीर करते, जिल्हाधिकारीही शेकडो कोटींची मदत आल्याचे कबूल करतात. मात्र, त्याच शेतकर्‍यांची पैसेवारी ५० टक्क्यांच्या वर काढून त्यांना मदतीपासून वंचित ठेवतात. हा सर्वच प्रकार शेतकरी व आदिवासींना निराशेच्या गर्तेतच लोटणारा आहे. महाराष्ट्र सरकार नागपूर अधिवेशनात विदर्भातील उपेक्षित शेतकरी, वंचित आदिवासी व बेरोजगार युवकांच्या मूळ प्रश्‍नांना कधीच गंभीरपणे घेत नाहीत, हे आणखी एकदा सिद्ध झाले असल्याचे तिवारी यांनी म्हटले आहे.
