             वर्धा, दिनांक 30 – अडचणीत सापडलेल्या शेतक-यांना खरीप हंगामासाठी सर्व बँकांनी 80 टक्के शेतक-यांना 31 मेपूर्वी कर्ज उपलब्ध करून देण्याचे नियोजन करावे, यासाठी तहसील कार्यालयातर्फे शेतक-यांच्या याद्या, तसेच सातबारा व आठ अ कागदपत्रे उपलब्ध करून देण्यात येतील, शेतक-यांना अकराशे कोटी रुपये पीक कर्ज उपलब्ध करून देण्याचा सर्व बँकांनी संकल्प करावा, असे प्रतिपादन वसंतराव नाईक शेती स्वावलंबन मिशनचे अध्यक्ष किशोर तिवारी यांनी केले.

           विकास भवन येथे राष्ट्रीयकृत व खासगी बँकेच्या 138 बँक व्यवस्थापक, तालुकास्तरावरील महसूल, कृषी, सहकार आदी अधिका-यांची खरीप हंगामासाठी पीक कर्ज वाटपासंदर्भात संयुक्त बैठक आयोजित करण्यात आली होती. त्याप्रसंगी मार्गदर्शन करताना किशोर तिवारी बोलत होते. यावेळी आमदार कुणावार, प्र.जिल्हाधिकारी दीपक नलवडे, जिल्हा अग्रणी बँकेचे व्यवस्थापक विजय जांगडा, माजी खासदार सुरेश वाघमारे, प्रशांत इंगळे तिगावकर, निवासी उपजिल्हाधिकारी वैभव नावडकर, नाबार्डच्या श्रीमती स्नेहल बन्सोड यावेळी उपस्थित होत्या.

शेतक-यांना खरीप हंगामासाठी मागील वर्षी केवळ 40 टक्के शेतक-यांना पीककर्ज उपलब्ध करून देण्यात आले होते. परंतु यावर्षी 80 टक्के शेतक-यांना खरीपासाठी पीक कर्ज उपलब्ध करून देण्याचे नियोजन करावे, अशी सूचना करताना किशोर तिवारी म्हणाले, की शासनाने पीककर्जाचे पुनर्गठन करण्याचा महत्त्वपूर्ण निर्णय्‍ घेतला असल्यामुळे राष्ट्रीयकृत बँकांनी 31 मेपूर्वी प्रत्येक शेतक-याला कर्ज पुरवठा होईल, यादृष्टीने सकारात्मक भूमिका घ्यावी, असेही त्यांनी सांगितले.

                वर्धा जिल्ह्यासाठी 700 कोटी रुपये कर्जाचे उद्दीष्ट ठरविण्यात आले आहे,परंतु 1 लाख 96 हजार शेतक-यांपर्यंत पीक कर्ज उपलब्ध करून द्यायचे असेल तर 1100 कोटी रुपयांपर्यंत कर्ज पुरवठा करणे आवश्यक आहे. यासाठी तहसीलदारांकडून गावनिहाय शेतक-यांची यादी तसेच त्यासोबत सातबारा व आठ अ हा नमुना बँकांना उपलब्ध करून द्यावा, अशी सूचनाही यावेळी त्यांनी केली.

                शेतक-यांना कर्जपुरवठ्यासाठी तालुकानिहाय कर्ज मेळावा घेण्याची सूचना करताना तहसीलदार, गटविकास अधिकारी, तलाठी व कृषी सहायक यांनी तालुकानिहाय यादी करून शेतक-यांना आवश्यक असलेले कागदपत्रे तयार करून बँकांना उपलब्ध करून द्यावेत. कर्ज मिळण्यासाठी विलंब होणार नाही, यादृष्टीने महसूल यंत्रणा व बँकेच्या शाखा प्रमुखांमध्ये समन्वय ठेवावा, कोरडवाहू शेतकरी, अल्पभूधारक, सिलिंगमध्ये मिळालेले जमीनधारक तसेच पंतप्रधान पीक विमा योजनेत सहभागी झालेल्या शेतक-यांना प्राधान्य द्यावे असेही यावेळी किशोर तिवारी यांनी सांगितले.

             शेतक-यांना पीक कर्जाचे पुनर्गठन झाल्यानंतर पूर्ण कर्ज मिळेल, याची हमी घेण्याची सूचना आमदार समीर कुणावार यांनी केली. तसेच बँकांनी मागेल त्याला पीककर्ज यानुसार जास्तीत जास्त शेतकरी खातेदारांपर्यंत पोहचवून कर्ज पुरवठा करावा. शेतक-यांना 1 लाखापेक्षा जास्त कर्ज घेताना कर्जासाठी मॉडगेज करावे लागते, त्यासाठी येणारा खर्च शेतक-यांना भूर्दंड असल्यामुळे ही मर्यादा 10 लाखांपर्यंत वाढवावी,यासाठी मुख्यमंत्री श्री. देवेंद्र फडणवीस यांना भेटून शेतक-यांसाठी सुलभ धोरण ठेवण्याचा आग्रह करण्यात येणार असल्याचे आमदार समीर कुणावार यांनी सांगितले.

             प्र.जिल्हाधिकारी श्री.नलवडे यांनी 80 टक्के शेतक-यांना पीक कर्ज उपलब्ध करून देण्यासाठी बँकांनी पूर्वतयारी करावी, यासाठी तालुकास्तरावर 7 मेपासून कर्ज मेळावे घेण्यात येणार आहेत, 1 मे रोजी होणा-या ग्रामसभेमध्ये पीककर्जाचे पुनर्गठन व दुष्काळी परिस्थितीत राबविण्यात येणा-या विविध योजनांची माहिती ग्रामस्थ व शेतक-यांना द्यावी, अशी सूचना केली. लीड बँकेचे मॅनेजन विजय जांगडा यांनी शेतक-यांना कर्ज पुरवठा करण्यासाठी सर्व बँकांनी पूर्वनियोजन केले असून 80 टक्के शेतक-यांना कर्जपुरवठा करण्याची तयारी आहे. आतापर्यंत 17 कोटी रुपयांचे वाटप पूर्ण झाले असल्याचेही त्यांनी सांगितले.

             पीक कर्जाचे प्रमाण 80 टक्क्यांपर्यंत वाढविण्यासाठी मुख्यमंत्री देवेंद्र फडणवीस यांच्या सूचनेनुसार कर्ज न घेतलेल्या शेतक-यांच्या तालुकानिहाय याद्या तयार करण्यात आल्या आहेत. जिल्ह्याला 700 कोटी रुपये कर्ज वाटपाचे उद्दीष्ट असले तरी शेतक-यांना पीक कर्जासाठी पुनर्गठन झाल्यानंतर कर्ज उपलब्ध करून देण्यात येईल. जिल्ह्यात 53 हजार 837 शेतकरी खरीप पीककर्जाचे पुनर्गठन करण्यास पात्र शेतकरी असून 47 लाख 437 रुपयांचे पुनर्गठन होणार आहे.

              प्रारंभी प्र. जिल्हाधिकारी दीपक नलवडे यांनी स्वागत केले. तर निवासी उपजिल्हाधिकारी वैभव नावडकर यांनी जिल्ह्यातील खरीप हंगामासंदर्भातील पीककर्जाबाबत केलेल्या नियोजनाची माहिती दिली.

'अधिकाधिकपाण्याची मागणी असणाऱ्या पिकांच्या लागवडीऐवजी कमी पाण्यात भरघोस उत्पादन देणाऱ्या नगदी पिकांकडे काेरडवाहू शेतकऱ्यांना वळवण्याकरिता राज्य सरकारने विशेष अनुदान द्यावे,' अशी शिफारस वसंतराव नाईक शेती स्वावलंबन मिशनने राज्य सरकारला पाठवलेल्या अहवालात केली आहे.  विशेषत: ऊस आणि बीटी कॉटन या पिकांऐवजी तेलबियाणे, डाळी, ज्वारी, मका अादी कमी पाण्यात येणाऱ्या पिकांना हे अनुदान द्यावे, अशी शिफारस केली असल्याचे मिशनचे अध्यक्ष किशोर तिवारी यांनी 'दिव्य मराठी'ला सांगितले.  गुरुवारी मुंबईत होणाऱ्या राज्य खरीप हंगामाच्या बैठकीत या संदर्भातील धोरणात्मक निर्णय राज्य सरकारने घ्यावेत, अशी मागणीही किशोर तिवारी यांनी केली आहे.  विदर्भ आणि मराठवाड्यातील १४ जिल्ह्यांमध्ये शेतकरी आत्महत्या रोखण्याकरिता मिशनने खरीप हंगामाच्या पार्श्वभूमीवर राज्य सरकारला अहवाल सोपवला आहे. ऊस आणि बीटी कॉटन या दोन पिकांच्या बाबतीत आतापर्यंत आलेल्या अनुभवाच्या आधारे यात काही बदल करण्याकरिता राज्य सरकारने पुढाकार घेऊन धोरणात्मक निर्णय घेण्याची गरज मिशनने उसालाभरपूर पाण्याची गरज : ऊसपिकाला मुबलक पाण्याची गरज आहे. मात्र मराठवाड्यातील सद्य:स्थिती उसाचे उत्पादन घेण्यास योग्य नाही. अशा परिस्थितीत सरकारने उसाला पर्यायी पिकाचे नियोजन करणे गरजेचे आहे. राज्यातील दुष्काळी परिस्थिती पाहता मराठवाडा, विदर्भामध्ये ज्या शेतकऱ्यांकडे मुबलक पाणी, खते, कीटकनाशक, लागवड खर्च यासारख्या मूलभूत सोयी-सुविधा उपलब्ध आहेत, अशा बहुभूधारक शेतकऱ्यांनी ऊस अथवा बीटी कॉटन ही पिके घ्यायला हरकत नाही. मात्र ज्या शेतकऱ्यांकडे या सुविधा उपलब्ध नाहीत, अशा अल्पभूधारक आणि कोरडवाहू शेतकऱ्यांनी ऊस आणि बीटी कॉटन या दोन पिकांचा आग्रह सोडून अन्य पिके घ्यावीत, असेही अहवालात नमूद केले अाहे. अल्पभूधारक आणि कोरडवाहू शेतकऱ्यांना प्राेत्साहन देण्यासाठी त्यांनी ऊस बीटीशिवाय पिकवलेली अन्य नगदी पिके खरेदीची हमी शेतकऱ्यांना द्यावी, असेही अहवालात नमूद अाहे.  पीककर्जासाठी १० हजार कोटी द्यावेत : चारवर्षांपासून विदर्भ आणि मराठवाड्याच्या १४ जिल्ह्यांत सोयाबीन आणि कापसाची सतत नापिकी होत असल्यामुळे ४२ लाख शेतकरी बँकांचे थकबाकीदार झाले आहेत. मागील वर्षी मुख्यमंत्र्यांनी सतत पाठपुरावा केल्यावर बँकांनी फक्त ३५ टक्के शेतकऱ्यांना पीक कर्ज उपलब्ध करून दिले. या वर्षी सर्व थकीत आजपर्यंत शेतीसाठी पीक कर्जापासून वंचित ठेवलेल्या सर्व ४२ लाख शेतकऱ्यांना ३० मेपूर्वी पीक कर्ज उपलब्ध करून द्यावे. जुन्या कर्जाचे पुनर्गठन करून नव्याने पीक कर्ज देण्यासाठी केंद्र आणि राज्य सरकारने कमीत कमी १० हजार कोटींचा अतिरिक्त निधी उपलब्ध करून द्यावा, अशी मागणीही केली असल्याची माहिती तिवारी यांनी दिली.

Govt-Appointed Task Force Submits Report

The state government-appointed Farm Distress Management Task Force, in its report, has recommended that sugarcane and Bt Cotton be banned in Marathwada and Vidarbha. Both the “killer crops“ should be replaced with food crops like oil seeds, pulses, maize and sorghum with state incentive and support price protection, stated the report.

Renowned agrarian expert and head of the task force Kishore Tiwari submitted the report to the government on Monday, stating that 14 districts in Marathwada and Vidarbha region, where rain-sensitive cash crops like sugarcane and Bt cotton are cultivated, have witnessed farmer suicides and led to acute water shortage. These should be replaced with the food crops, he said, adding that sugarcane and Bt cotton have over-exploited water in the dry land region and resulted in the manmade drought.

“At present, only 35% of the 4 million distressed farmers of the 14 districts are getting fresh crop loans. Suicide is a burning issue in the area and hence Rs 10,000 crore additional farm credit cover should be provided to the 4 million farmers under institutional farm credit. The state can also cover them under the Prime Minister Crop Insurance scheme,“ stated Tiwari in his report.

Tiwari said that farm credit, crop pattern and cultivation practices are core issues related to the existing farm distress and agrarian crisis. The Farm Distress Management Task Force has asked the government to address these issu es in the next kharif session.The task force has demanded a meeting on April 28 with the chief minister to discuss and resolve these issues.

Tiwari, who also heads the Vidarbha Jan Andolan Samiti that works in the suicide-prone belts of Vidarbha region, was appointed by the government to lead the state panel to recommend steps to curb the rising numbers of farmer deaths and to find alternative crops suitable for cultivation in the area.

The state has already decided not to permit new sugar factories in Marathwada on account of the worst-ever drought in the region. The region is reeling under the crisis for the fourth consecutive year.

 महाराष्ट्र सरकारने शुक्रवारी १८ मार्चला  मुंबई उच्च न्यायालयाच्या नागपूर खंडपीठ पासून कडक शब्दात मिळालेल्या फटकाराची गंभीर दखल घेऊन अमरावती ,अकोला   यवतमाळ व वाशीम सारख्या  शेतकरी आत्महत्या-प्रवण जिल्ह्यात  ज्या ४ हज्रारावर गावात अंतिम आणेवारी ५० टक्क्यापेक्षा  कमी घोषित करण्यात आली   सर्व  नापिकीग्रस्त  शेतकऱ्यांना नुकसान भरपाई  मदत ,नवीन पिक कर्ज ,मागेल त्याला काम ,वीजबिल माफी ,व्याजमाफी ,शेतसारा माफी, शिक्षण खर्च व फी माफी तात्काळ घोषित करावी अशी कै.वसंतराव नाईक शेतकरी स्वालम्बन  मिशनचे  अध्यक्ष किशोर तिवारी यांनी  मुख्यमंत्री देवेन्द्र फडणवीस यांना केली आहे . 

मुंबई उच्च न्यायालयाच्या नागपूर खंडपीठाचे न्यायाधीश मां भूषण गवई व प्रसन्ना  वैराळे यांनी आपल्या आदेशात सनदी अधिकाऱ्यांविषयी ओढलेले ताशेरे फारच गंभीर असुन सरकारने या आदेशाची दखल घेत अधिकाऱ्यांची जबाबदारी निश्चित करावी अशी मागणी सुद्धा मिशनचे  अध्यक्ष किशोर तिवारी यांनी  मुख्यमंत्री देवेन्द्र फडणवीस यांना केली आहे .  

मुंबई उच्च न्यायालयाच्या नागपूर खंडपीठाणे न्यायाधीश मां भूषण गवई व प्रसन्ना  वैराळे यांनी आपण विदर्भाच्या खेड्यात फिरत असतांना  गरीब दुष्काळ व नापिकीग्रस्त  शेतकऱ्यांची दैना व दुखः समजु शकतो मात्र  अमरावती विभागातील त्यांच्या  अडचणीचा विचार करण्यात मंत्रालयातील  सरकारी अधिकारी अपयशी ठरले असुन त्यांच्या संवेदनहीन वागण्यावर उभे  केलेल्या प्रश्नांमुळे सरकारच्या शेतकऱ्यांना दिलासा देण्यासाठी करण्यात येत असलेल्या सर्व उपायावर पाणी फिरत असल्याचे दुखः ,तिवारी यांनी व्यक्त केले आहे . जर .अमरावती जिल्यातील १९८५ गावांपैकी १९६५ गावाची ,अकोला जिल्यातील १००९ गावापैकी  ९९७ गावाची ,यवतमाळ जिल्यातील २१५८ गावांपैकी  ९७० गावाची,वाशिम जिल्यातील ७९३ गावांपैकी  ७९३ गावाची अंतिम आणेवारी बुलढाणा ळ जिल्यातील १४२९ गावांपैकी  १४२०  गावा प्रमाणे  ५० टक्क्याच्या खाली असतांना फक्त बुलढाणा जिल्ह्यांमध्ये दुष्काळ जाहीर करणे व अख्या भारतामध्ये सर्वात जास्त शेतकरी आत्महत्या होत असलेल्या यवतमाळ मध्ये  फक्त दोन गावे दुष्काळग्रस्त  म्हणून घोषित करण्यात आल्यामुळे मुंबई उच्च न्यायालयाच्या नागपूर खंडपीठाने येत्या बुधवार पर्यंत  अमरावती विभागीय आयुक्त शिफारस केलेल्या अमरावती, अकोला, यवतमाळ व वाशीम जिल्हातील सर्व ४ हजारावर गावे नापिकीग्रस्त यादीत   समाविष्ट करण्यास सरकारला औपचारिकता पूर्ण करून  आणि जीआर बदलुन  एक शुद्धीपत्रक जारी करण्यास  सरकारला आदेश  देताना  मंत्रालयातील वातानुकूलित कार्यालयात बसून सर्व अधिकारी यांचा  दृष्टिकोन गरीब अडचणीत असलेल्या यांचे  दु: ख न समजुन घेत  पूर्णपणे निष्ठुर आणि अ प्रासंगिक असल्याचा ताशेरा फारच गंभीर असुन आतातरी सरकारने दुष्काळ व नापिकीग्रस्त शेतकऱ्यांना  नुकसान भरपाई  मदत ,नवीन पिक कर्ज ,मागेल त्याला काम ,वीजबिल माफी ,व्याजमाफी ,शेतसारा माफी, शिक्षण खर्च व फी माफी तात्काळ घोषित करावी अशी कै.वसंतराव नाईक शेतकरी स्वालम्बन  मिशनचे  अध्यक्ष किशोर तिवारी अशी कळकळीची विनंती  केली आहे .

The Reserve Bank of India (RBI) has ordered a probe into allegations of irregularities committed by public, private and foreign banks to claim achievements of targets in lending to farmers and the agro-sector, an official said on Friday.

The probe has been ordered following a detailed memorandum listing the alleged frauds, submitted by the Vasantrao Naik Sheti Swavalamban Mission (VNSSM), a state-run body, in December.

The finance ministry had forwarded the VNSSM complaint to the Chief Vigilance Officer of RBI after which the probe was initiated, said VNSSM President Kishore Tiwari, who enjoys the rank of a minister of state.

"It is shocking that due to failure of banks to implement the RBI Targeted schemes, farmers and agro-sectors are suffering and the country has witnessed lakhs of farmland suicides, including over 25,000 in Maharashtra alone, in the past decade," Tiwari said.

He said that as per RBI's guidelines, all banks in the country were given a specific target of lending 18 percent of Adjusted Net Bank Credit or credit equivalent of Off-Balance Sheet Exposure, whichever is higher, to the agro-sector and farmers.

However, a study by the VNSSM revealed the massive alleged irregularities and frauds perpetrated by the concerned banks merely to tom-tom achievements of targets and sub-targets, thereby defeating the purpose of benefiting the farmers and agro-priorities sectors, Tiwari said.

The modus operandi reportedly involved forming fictitious farmers' Joint Liabilities Groups with fraudulent documents in the name of the farmers. The disbursements of crores of rupees of agro-credits never reached them though the targets were shown as 'achieved'.

Similarly, paper-borne schemes of agro-finance against collaterals of agricultural lands of the farmers at subsidized interest rates were shown, but immediately the entire amounts were turned and put in fixed deposits at higher interest rates, Tiwari said.

"Hence, though it was shown as disbursed on paper, in reality the money never reached the farmers and while the banks 'enriched' themselves, the poor farmers resorted to suicide. This is virtually a white collar crime," he said.

Another paper-borne scheme pertains to Agro Warehousing Receipt finance through Urban Cooperative Socieites by way of Cash Credit against agro-produce, said to be stored in warehouses against which the societies claimed finance for farmers at low interest rates. Again the entire amount was converted into FDs and did not reach the famers, according to Tiwari.

The VNSSM listed other methods to defeat the agro-sector and farmers with big Cash Credits made available at low interest rates to corporate houses for their farming businesses to show achievement of targets.

State committee says reintroduction of oilseed and pluses, which require less water, is a must

To curb the growing number of suicides, Maharashtra government should ask farmers of 14 suicide-prone districts to adopt the Sikkim-pattern non-chemical farming. This suggestion has come from the committee which was appointed by the government to look into the vexed issue.

The report filed by the committee said that the rain-sensitive cash crop in these 14 crisis driven districts has seen uncontrolled use of fertiliser, pesticide which has resulted in serious deterioration of soil health and pest virus epidemic.

“Besides, dipping of ground water level, spread of complex multiple public health and ecological issues of environmental degradation have been alarming. Therefore, farmers should adopt the non-chemical environment friendly non-toxic agrarian practices,” said Kishor Tiwari, farmer leader who is part of the committee.

Tiwari said that delay in following this recommended pratice will aggravate farmers’ distress in future. “Reintroduction of oil seed and pluses which require less water is must. It will also help restore soil quality. This agenda should be implemented to revive agriculture in drought-affected regions,” stated the report.

The report also states that to make Maharashtra drought-free, soil moisture management has to be done. “The chief minister’s dream project Jalyukta Shivar and importance of soil moisture enrichment must be highlighted. Besides, the all small water sources and rivers will have to be revived. These sources are currently dead, and hence, with the help of civil society and rural masses at large, this movement should be taken to the next level. People are already participating and turning this Jalyukta Shivar to a mission. The government has already started working with support of NGOs to supplement the state’s efforts to make Maharashtra completely drought-free,” mentioned in the report.

The main reason behind farmers’ suicide is the agrarian crisis which is the result of successive drought and crop failure. “Credit, crop and cost management is must to provide sustainable solutions and improve productivity and income flow in the rural economy. Hence, the farm distress mission is focussed on this two-point agenda. The distress management relief plan will provide food and health security, better farm credit facilities in the existing network. There should be steps to provide water and electricity to every farmer, better education facilities in the affected region, livelihood management, more job opportunities under MGNREGA and Mudra scheme. There should be improved, zero pendency and corruption-free local governance, proper implementation of programmes and welfare schemes, better law and order situation in these 14 districts of the mission,” added the report.

More farm credit, food security key to ending financial distress

The committee appointed by the government to look into the farmers’ suicide issue has said that the state should offer more farm credits by introducing policies to end financial distress of debt-ridden farmers.

“The long-term sustainable farm credit policy has been drafted by VNSS (Vasantrao Naik Sheti Swavlamban) mission, which is the ultimate solution to curb the farm credit crisis and end economic exploitation and venerability responsible for the present acute farm distress. Presently the fund infusion for local value addition and post harvest holding and fair marketing facilities is too limited to cover even 10% distress farmers in the region. We have to look into these core issues with sustainable solutions safeguarding stake holder interest,” stated the report.

The farm credit diversion and detail petition has been lodged with the Centre and RBI-NABARD. Beside farm credict, food security is also crucial in the drought-affected region. “State government has started giving food security to around 7 million farming families. We are further extending it to deprived farm labourers and landless farmers under NFS. Hence, we are targeting to cover all needy and distressed people under food security in the drought-hit 14 districts by March. This will give average annual relief of Rs6,000 to every family in the form of food grain,” said Kishor Tiwari, farmer leader who is part of the committee.

The committee’s report said that they have also given suggestions on improvement of health services. “In recent past, annual health expenses of farm families in distressed area have increased tenfold. Every farm family having changed food habits and life style is suffering with non-communicable diseases and critical illness is adding fuel to acute distress. Hence, the committee suggested improvement in health insurance cover. The health services are pathetic due to continuous negligence and hostile governance, but this mismanagement of health administration is the result non-availability of health professionals,” stated in the report.

It states that the present health insurance cover is not covering all the illnesses and procedures which are common in rural Maharashtra. “There is an urgent need give proper health insurance cover that will provide free health care. There should be a special drive to improve the public health system and we need a complete action plan,” stated the report.

the budget of 2016  For the first time, a record farm credit  allocation has been made  of Rs. 9.35 lakh crore in fact  It has quadrupled since 2013. Finance Minister introduced special 0.5% Agricultural Welfare Tax to be collected thru Service Tax. Its welcome move, much needed for welfare farmers, , but this amount of Special Tax must be made available to Farmers Distress Proven Areas in India specially like Vidarbha & Marathwada where maximum no of unfortunate incidence of farmers suicides have been occurred, to provide direct help to Govt of Maharashtra to give helping hand to Farmers in Real Distress. So this Special Agro Welfare Tax of 0.5% must be spent for Distressed Areas instead of General Pool, as it has been specifically added due to our VNSSM demands", Tiwari added.

Mr. Tiwari welcomed Central Govt for not announcing any Big unwanted, Mindless & BOT Mega Project to please big corporate, further demanded that Union Govt while amending MNREGA Act must provide to allow States to give direct benefits to Farmers such as 100% grants for digging wells & small water ponds under MNREGA in Rain Fed Areas like Vidarbha & Marathwada.

" Agro Priority Sector Lending enhanced to Rs.9.35 Lacs Crores to be made directly available to Farmers, instead of Agro Processing Sector, virtually turning to NPAs. There should be separation of Direct & Indirect segments in Agro sectors so that Farmers can be benefited directly & can get Credits from Nationalized Banks in Public Sectors instead of Cooperative Bank. Similarly, Food Security schemes tobe strengthen to give direct benefits to families in distress regardless of Agro holding", Tiwari demanded.

we are pleased to know that the budget aims to double the farmer’s income by 2022 with ehlp of a dedicated Irrigation fund worth Rs.20000 crores to be set up under NABARD and bringing .5 lakh acres to be brought under organic farming over three year period ,implementation of 89 irrigation projects will be fast-tracked,.Rs.35984 crores is the total allocation for farmer’s welfare.this shows the priority of the government is to provide additional resource to the rural areas,TIwari said .

we welcome the move to give extension of credit to   very marginal segment of farmers with Kisan Credit Cards (KCCs) has the benefit of interest subvention scheme prolonged for further period of up to six months (post-harvest) against Negotiable Warehouse Receipts (NWRs), at the same rate as available to crop loan. This is done to dampen the agonizing sale of crops by small farmers, provision of Rs.15000 crores towards interest subvention to reduce burden of loan repayment has been made ,Tiwari said 

Government has earmarked Rs 86,500 crore for irrigation under the Pradhan Mantri Krishi Sichaai Yojana. Total allocation for agriculture for the coming fiscal is to be Rs 35,984 crore. Further the government has said that 89 irrigation projects are to be fast tracked by the on a priority. Out of this 30 projects are to be completed by 2017. Tiwari said that the focus on irrigation, MNREGA, crop insurance was important. now babus  should convert it in to reality ,TIwari added.
