कर्ज माफी व वाढीव हमीभाव खुल्या बाजार व्यवस्थेत  कृषी संकटाचा उपाय नाही- किशोर तिवारी
जेव्हा भारतातील बऱ्याच  राज्यात  शेतकरी शेतकरी कर्जमाफी व वाढीव हमीभाव मिळावा यासाठी आंदोलनकरीत आहेत महाराष्ट्रात  राज्य शासनाने  उत्तरप्रदेशात  कर्ज माफी कारणामुळे  ३२ हजार कोटींची  कर्जमाफी जाहीर  केली आहे परंतु केंद्र सरकारने या कर्जमाफीचा सारा भर सहन करावा असा निरोप दिल्याने आरबीआय ,नाबार्ड व सरकारी बँकाच्या शेतकरी  विरोधी धोरणामुळे ४  लाख कोटीच्या वर असलेल्या सरकारचे समोर गंभीर संकट निर्माण झाले आहे कर्जमाफीहा उपाय  शेतीचा पुनरुज्जीवन करण्यासाठी तात्पुरता  आवश्यक असला तरी यामुळे  दीर्घकाळात सुरक्षित पतपुरवड्याच्या धोरण  राबविले  जात नाही हा मागील अनुभव आहे . पीककर्जाची माफी  म्हणजे शासनाकडून  बँकांना देण्यात येणारी थकीत कर्जाची नुकसान भरपाई असुन या एक बँकांना आपली बुडीत कर्ज कमी करण्याच्या कार्यक्रम झाला आहे व  याचा अर्थ असा की मोठ्या प्रमाणावर पैसा, ज्यामुळे सिंचनमधील कृषी पायाभूत सुविधा बळकट होणार होत्या तसेच ग्रामीण अर्थव्यवस्थेतील जोड धंदे , स्थानिक मूल्यवर्धित प्रकल्प आणि बियाणे उत्पादन, माती आरोग्याची वाढीचे प्रकल्प आणि वनस्पती संरक्षण  यासारख्या संशोधनासाठी कार्य थंड्या बस्त्यात जाणार आहेत तसेच शेतकऱ्यांच्या आंदोलनाची प्रमुख मागणी एमएस स्वामिनाथन यांनी किमान आधारभूत किंमतीची (एमएसपी) शिफारस  ज्याने लागवड खर्च अधिक ५० टक्के  नफा असा हमीभाव जागतीकरणाच्या सध्याच्या काळात खुल्या अर्थव्यवस्थेत  एक  अशक्य बाब असुन आता कृषी संकटाला तोंड देण्यासाठी  अर्थव्यवस्था म्हणून अनेक दशकांपासून सर्व सरकारांनी लागू केलेल्या चुकीच्या कृषी  धोरणांना परिणाम असुन यावर गंभीरपणे विचार व्हावा अशी मागणी शेतकरी मिशनचे प्रमुख किशोर तिवारी यांनी केली आहे . 
महाराष्ट्रातील विदर्भ आणि मराठवाड्यातील दुष्काळग्रस्त कोरडवाहू भागात दीर्घकालीन टिकाऊ उपाय योजना अत्यंत आवश्यक असतांना व  मान्सूनचा व्यवहार अतिशय अनियमित झाला असुन  शेतकरी गेल्या काही वर्षांपासून गंभीर दुष्काळ समस्येला सामोरे तोंड देत होते  सुदैवाने, मागील वर्षी  भरपूर पीक आले  परंतु शेतकऱ्यांना शेतीमालाला भाव मिळाला नाही  म्हणून त्यांना  बँकाकडून  व  खाजगी सावकारांद्वारे घेतलेल्या कर्जाची परतफेड करता आली नाही आणि आता हे ४० लाख कोरडवाहु शेतकरी नवीन पिककर्जासाठी पात्र नाहीत त्यातच उत्तर प्रदेश सरकारच्या  कर्जमाफीमुळे महाराष्ट्र सरकारने एक लाख रुपयाची सरसकट पीककर्ज माफीचा फायदा तात्काळ मिळणे आवश्यक असतांना पश्चिम महाराष्ट्राच्या तथाकथित शेतकरी नेत्यांच्या सुकाणु समितीच्या अडेल धोरणामुळे नवीन पीककर्ज वाटप होत नसल्यामुळे विदर्भ आणि मराठवाड्यातील दुष्काळग्रस्त शेतकऱ्यांच्या अडचणी मोठ्या प्रमाणात वाढल्या आहेत असे प्रतिपादन किशोर तिवारी यांनी केले आहे . 
आजपर्यंत  शेतकऱ्यांच्या आत्महत्येची अनेक  कारणे देण्यात आली आहे अजूनही मोठ्या प्रमाणावर शेतकऱ्यांच्या आत्महत्येचा अभ्यास केला जात आहे, यामध्ये  परंतु सर्वसामान्य कारणे कुटुंबातील आर्थिक स्थिती व विपन्नावस्थाच आहे, अनेकवेळी   दुष्काळ नापिकीमुळे  आल्यामुळे तर अनेकवेळी शेतीमालाला भाव न मिळाल्यामुळे शेतकऱ्यांचे प्रचंड नुकसान होत असल्यामुळे  कर्ज माफीच्या अंमलबजावणीनंतरही  कोणताही सकारात्मक परिणाम शेतकऱ्यांच्या आर्थिकस्थितीत   होत नाही हेच सत्य समोर आले आहे  तर जोपर्यंत दीर्घकालीन उपाय होत नाहीत व  कोरडवाहू शेती विकासासाठी पुरेसा निधी देणे व कालबद्ध अंबलबजावणीचा कार्यक्रम शेतकर्यांच्या आत्महत्येला रोखण्यासाठी तात्काळ आवश्यक असल्यामुळे मुख्यमंत्री देवेंद्र फडणवीस यांनी मागील तीन वर्षात मोठ्या प्रमाणात या क्षेत्रात कामे सुरु केली आहेत  व यांना शेतकऱ्यांनी त्यांना प्रचंड प्रतिसाद दिला  यामुळेच मागील वर्षी महाराष्ट्राने बहुविध पीकनिर्मितीसह उच्च उत्पादकता दाखवली आहे आणि बायोमास, पीक-पशुधन ,सिंचन क्षेत्रात विक्रमीवाढ सह स्थानिक  गावपातळीवर  मूल्याच्या अतिरिक्त वाढीसाठी गंभीर प्रयत्न केले आहेत त्याचे  चांगले परिणाम दिसून आले आहेत परंतु शेतकऱ्यांच्या उत्पन्नामध्ये वाढ झालेली नाही, ज्यामुळे त्यावर लक्ष केंद्रित करणे आवश्यक आहे मात्र आता याची गती निधी अभावी  मंद होणार अशी भीती शेतकरी मिशन व्यक्त केली आहे . 
आता कृषी समस्येचे निराकरण करण्यासाठी  दीर्घकाळ उपाय काय आहेत त्यामध्ये  पारंपारिक शेती व  देशी बियाण्याच्या व  सेंद्रीय शेतीचा वापर आणि लागवड पध्दती हे पर्याय समोर आले आहेत कारण जैविक शेतीमुळे मातीची सुपीकता वाढते आणि कीटकनाशकांचा वापर टाळता येतो, जे अन्न मिळते ते विषमुक्त असते याची आता जागतिक स्तरावर पुष्टी झाली  आहे . जैविक आणि पौष्टिक सेंद्रीय शेतीने अनेक फायदे पर्याय म्हणुन समोर आले आहेत . डॉ. एम.एस. स्वामीनाथन यांच्यामते  पंतप्रधान नरेंद्र मोदी यांनी  राष्ट्रीय शेतकरी आयोगाच्या शिफारशींची अंमलबजावणी केली असुन त्यामध्ये सुधारीत बियाणे, मातीचे  आरोग्य कार्ड, कृषी कर्ज सुधारणा, सुधारित विमा, सिंचन क्षेत्र वाढविण्याच्या क्षेत्रातील संशोधन आणि कृषी मंत्रालयाच्या जबाबदारीनिश्चित करून  शेतक-यांचे कल्याणनिधी  वाढविण्यात आला आहे यामुळे  लागवडीचा खर्च कमी झाला परंतु शेतकऱ्यांच्या उत्पन्नाच्या दुप्पट करण्याचे पंतप्रधानांचे आश्वासन हे एक महत्त्वाचा  कार्यक्रम देशासमोर दिला आहे मात्र अनेक  राज्यांनी त्यांच्याकडे गांभीर्याने दुर्लक्ष केले आहे. सध्याच्या परिस्थितीत  शेतकऱ्यांच्या उत्पन्नाच्या दुप्पट करण्याच्या कार्यक्रमाची  सुरुवात करणारे महाराष्ट्र हे एकमेव राज्य आहे. सर्व धान्य, डाळी, तेलबिया, फळे आणि भाजीपाला यांचे प्रामुख्याने उत्पादन गावांमध्ये होते. तथापि, शहरांमध्ये त्यांचे स्थानांतरण, मिलिंग, प्रक्रिया, पॅकेजिंग आणि वितरण शहरांत स्थानांतरित होते त्यासाठी गावामध्ये  शेती उत्पादनांवर आधारित उद्योग असणे आवश्यक आहे आणि गावांमध्ये शेती व पशुजन्य उत्पादनांचा वापर आणि शहरी भागातील बाजारपेठांचा वापर करणे आवश्यक आहेत्यासोबतच बहुतांश कृषि उत्पादनांचे संचयन, ग्रेडिंग, प्रक्रिया व पॅकेजिंग गावांमध्ये प्राथमिक उत्पादनांचे मूल्य वाढवणे, उत्पादकांच्या उत्पन्नात वाढ करणे आणि ग्रामीण समुदायांमध्ये रोजगाराची निर्मिती करणे तसेच शहरांपेक्षा ग्रामीण भागातील इंटरनेटची तरतूद स्वस्त दराने करून महाराष्ट्रातील दुष्काळ प्रदेशात शेतकऱ्यांच्या  ज्ञान-आधारित "टेक्नो-गाव" तयार करण्यास योजना प्रचंड प्रतिसाद मुख्यमंत्री देवेंद्र फडणवीस यांना मिळत असतांना त्यांच्या  कामाला गती देणे हाच एकमेव पर्याय विदर्भ व मराठवाड्याच्या युवा शेतकरी भूमिपुत्रासमोर असल्याचे प्रतिपादन तिवारी यांनी केले आहे

When Farmers in several parts of India have been protesting and they are demanding higher prices for agricultural produce and that billions of dollars worth of loans be waived and state Govt. Govt. after UP mega loan waiver are in the race to declare loan waiver one after other whereas union govt. who is responsible for  providing credit flow to states via RBI and NABARD has already shifted it to states asking them take burden of loan waiver asking them to mobilize them resources for the same creating new era fiscal mismanagement ,Kishor Tiwari who is chairman of special Task force formed by Govt. of Maharashtra has termed the recent loan waiver and demand of implementing  MS Swaminathan’s recommendation of calculating minimum support price (MSP)  on the basis of the formula that’s investment plus 50% profit are not sustainable and feasible solution to address agrarian crisis  in the present era open market economy as it’s result of short-sighted policies implemented by all governments over several decades.
The long term sustainable solutions in the Maharashtra like Vidarbha and Marathwada which have a large area under rain fed conditions and unfortunately, the monsoon behavior has been very erratic and farmers have been facing the problems of severe drought for the past few years. Fortunately, there is a bumper crop  this year, but farmers are not satisfied with the procurement price and they are, therefore, unable to repay loans they have taken, both from institutional sources and private moneylenders and they are  not be eligible for fresh credit for the kharif crop, This is one of the reasons why they have been wanting a loan waiver which has been triggered after UP Govt, announced the mega loan waiver as fulfillment of election promise by PM himself  additionally, they are pleading for a remunerative procurement price  in the line of PM promise of giving  minimum support price (MSP)  on the basis of the formula that’s investment plus 50% profit but this is not feasible in the era of  open market economy .

Farm loan waivers, though temporarily necessary for the revival of farming, do not provide conditions for a secure credit system in the long term. The waiver of loans implies that banks will have to be compensated by the government for the amount involved. This means that large sums of money, which could have otherwise gone to strengthen the agricultural infrastructure in irrigation, secondary support business in rural economy, local value addition projects and research activities such as seed production, soil health enhancement and plant protection, will not be available. Despite loan waivers has been declared farmer suicides still remain high that has to be seriously considered as Farmer suicides have been studied by a number of institutions and the underlying causes are many. But the generic cause is the economic condition of the family, aggravated by the drought-induced failure of crops. While past experience shows that there is no positive effect after the implementation of the loan waiver, it does not provide a long-term solution and comes in the way of adequate allocation for agriculture development in fact the urgent need prevent famers suicides, farmers must be provided proper compensation livelihood management, health care and farmers who are under huge burdened by debt must be given “debt counseling” to prevent possible suicide. There should be a law that would allow a debt-ridden farmer to file for bankruptcy in extreme situations at Gramsabha level.
This year Maharashtra has shown higher productivity with  multiple cropping pattern and serious efforts for local value addition to biomass and crop-livestock irrigation has shown very good result but income of the farmers has not increased that there of concern on which the real focus should there but it has shifted long way from the ground reality that more than 80 percent of Maharashtra’s farm suicides area  farms still depend on rainfall due to a lack of irrigation facilities and rainfall has become increasingly uncertain in an era of climate change now all efforts of present govt.’s to tackle core issues of rain fed areas where  water security primarily depends upon rainwater harvesting and the efficient use of the available water through techniques like drip irrigation, and the appropriate choice of farming systems with groundwater augmentation and management to create availability of water for crops will get back foot as present Rs.32000 crore mega loan waiver  package will create fiscal imbalance and will lead to the bankruptcy of states  .
Now the time has come discuss what is the long solution in mitigating the crisis and organic farming use of traditional Desi seed and cultivation practices are the ray of as organic farming helps to improve soil fertility and avoids the use of pesticides, which get into the food chain now is has been globally confirmed that biologically and nutritionally organic farming confers many benefits. Effect of the government of Prime Minister Narendra Modi implementing the recommendations of the National Commission on Farmers as confirmed by Dr.MS Swaminathan himself   in the field of  providing improved seeds, soil health cards, agricultural credit reform, improved insurance, increasing the area under irrigation and the addition of Farmer's Welfare to the responsibility of the Ministry of Agriculture has shown good result in reducing cost of cultivation but PM promise of doubling the income of the farmer is the issue which has be seriously ignored by the states. Maharashtra is only state which has started to address  the current scenario, primary production of all food grains, pulses, oilseeds, fruits and vegetables primarily occurs in villages; however, their storage, milling, processing, packaging and distribution takes place in the cities to shift it village but now political compulsions of popular demands of loan waiver will slow down his efforts resulting in to more deep agrarian crisis in the future  as it’s need of hour that Villages must have industries based on primary agricultural production and must manufacture products that are of use in agriculture and animal production in villages and markets in the cities. The storage, grading, processing and packaging of all or most of the agricultural commodities should be based in villages to add value to the primary produce, to enhance the income of the producer and create employment in the rural communities. Rural areas should be provided Internet facilities at much cheaper rates than cities. This should help create knowledge-based "Techno-villages" in farm suicides drought region of Maharashtra

महाराष्ट्राच्या सुधारीत पिककर्जमाफीचे शेतकरी मिशनकडुन स्वागत : ८० % विदर्भ व मराठवाड्याच्या आत्महत्याग्रस्त भागातील कोरडवाहू शेतकऱ्यांना संपुर्ण कर्जमाफी मिळणार

महाराष्ट्र सरकारने घॊषीत केलेल्या सुधारीत  ३० हजार कोटीच्या पीककर्जमाफीच्या घोषणेचे  वसंतराव नाईक शेतकरी स्वावलंबन मिशनचे अध्यक्ष किशोर तिवारी यांनी स्वागत केले असुन या पीककर्जमाफीचा २००८च्या  युपीए  सरकारच्या कर्जमाफी सारखा पश्चिम महाराष्ट्राच्या  शेतकऱ्यांनाच होणार नाही याची दक्षता घेत सरकारने सरसकट एक लाखाचे पीककर्ज ५४ एकराची जमीन धारणेची मर्यादा ठेवण्याच्या घोषणेने  विदर्भ व मराठवाड्याच्या दुष्काळग्रस्त व आत्महत्याग्रस्त भागातील ८० टक्के पिकंकर्ज मुक्त हीनार असुन  ५ एकराची अट न ठेवता सरसकट एक लाखाचे पीककर्ज माफ करण्याची मागणी वसंतराव नाईक शेतकरी स्वावलंबन मिशनचे अध्यक्ष किशोर तिवारी यांनी मुख्यमंत्री देवेन्द्र फडणवीस यांना  केली होती  या पीककर्जमाफीत विदर्भ व मराठवाड्याच्या दुष्काळग्रस्त व आत्महत्याग्रस्त भागाचा विषेय लक्ष देण्यात येणार असल्याची माहीती देवेन्द्र फडणवीस यांनी होती ती त्यानी पूर्ण केली आहे  . 
सध्या पश्चिम महाराष्ट्राच्या  शेतकऱ्यांनवर  ५ एकरावर सरासरी ५ लाख पीककर्ज असुन विदर्भ व मराठवाड्याच्या दुष्काळग्रस्त व आत्महत्याग्रस्त भागात सरासरी ५० हजार  पीककर्ज  असल्याने व शेतकरी आत्महत्यांचा बाजार करुन पश्चिम महाराष्ट्राचे शेतकरी नेते करीत असल्याची चर्चा महाराष्ट्राचे अडचणीतील  शेतकरी करीत असुन  कारण २००८च्या  युपीए  सरकारच्या कर्जमाफीचा अनुभव त्यांचा असुन त्याची  पुनरावृत्ती महाराष्ट्र सरकारने घॊषीत केलेल्या सुधारीत  ३० हजार कोटीच्या पीककर्जमाफी हाच एक पर्याय  किशोर तिवारी  आहे . 
२००८च्या  युपीए  सरकारच्या कर्जमाफीचा फायदा  बँकांनी आपला एनपीए कमी करण्यासाठी केला होता म्हणुन बँकांनी कर्जमाफीचा लाभ मिळणाऱ्याना  सर्व शेतकऱ्यांना तात्काळ पीककर्ज देण्याची मागणी तिवारी यांनी केली होती  तसेच  नियमित कर्जाचा भरणा करणाऱ्या शेतकऱ्यांना  सुद्धा कर्जमाफीचा लाभ देण्यात यावा व आयकर भरणाऱ्या व पगारदार शेतकऱ्यांना कर्जमाफीचा लाभापासुन वंचीत ठेवण्याची मागणी सुद्धा तिवारी यांनी होती त्याचाही सरकारने आपल्या सुधारीत कर्जमाफीत सहभाग केला असुन यावर पश्चिम महाराष्ट्राचे शेतकरी नेते करीत असलेली ओरड एक थोतांड असल्याची टीका तिवारी यांनी केली आहे . 

.  राज्य सरकारने जी रो हजाराची  कर्जमाफी तात्काळ देण्याचा घोषणा केली आहे   त्याची अंमलबजावणी तात्काळ  होण्याची शक्यता नाही कारण बँका आर बी आई च्या आदेशाची वाट पाहत आहे यामुळे शेतकरी  एकूणच संभ्रमावस्थेमुळे त्यांचे  नैराश्य व अडचणी जास्तच झाल्या आहेत  गेल्या वर्षी मायक्रो फायनान्स कंपन्यांनी ४०० ते ५०० कोटी रुपये प्रत्येक जिल्ह्यात वाटल्याचीही आकडेवारी आहे. त्या कर्जाची परतफेड पूर्णपणे होऊ शकली नाही. खरीप पीक कर्ज वाटपाला गती नाही. पेरणीची कामे तोंडावर आली आहेत. अशा स्थितीत शेतकऱ्यांना सावकारांकडे हात पसरावे लागत आहेत आणि पुन्हा ते त्यांच्या तावडीत सापडतील. कर्जाच्या दृष्टचक्रातून शेतकरी बाहेर न पडल्यास पुन्हा आत्महत्या वाढण्याची भीती आहे. नाबार्डने पॅकेज न दिल्यास स्थिती अधिकच खराब होणार आहे असे मत  तिवारी यांनी व्यक्त  केले आहे 
हंगाम तोंडावर असतानाही संपूर्ण महाराष्ट्रात उद्दिष्टांच्या तुलनेत केवळ ३०  टक्केच कर्ज वाटप झाले आहे. कर्ज वितरणाला वेग आणण्यासाठी प्रशासनाने आता कर्ज वाटप शिबिराचे आयोजन केले आहे. परंतु त्याला बँकांकडून अल्प प्रतिसाद  मिळत असल्याने विदर्भ, मराठवाड्यात कृषी संकट अधिक गंभीर होणार असल्याचा अहवाल तिवारी  यांनी सरकारला दिला आहे.

Kishor tiwari Farm activist who is as chairman of special task force formed by Govt. of Maharashtra to address  prevailing agrarian crisis and to redress the issue of  ongoing farmers suicides of dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada in massage to Maharashtra chief minister Devendra Fadanvis has welcomed decision of giving modified farm loan waiver up to Rs.1 lakh to Maharashtra farmers covering all farmers of region without any condition of land holding as earlier National mega farm loan waiver given by UPA Govt. in 2008-09 has 2 hector limits which kept most of crisis driven and distressed of  farmers of Vidarbha and Marathwada and same criteria of small and marginal is repeated will keep most of dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada.
Tiwari also thanked  CM to give special farm loan waiver incentives to farmers who have been repaying crop loan regularly and exclude farmers who are paying income tax and earning other than agrarian activity.RBI should put compulsory for all PSU Banks to give fresh crop loan every farmers who has been  given loan waiver by the state ,Tiwari added.
Earlier Kishor Tiwari has wrote to CM showing  prevailing concern of more than 4 million  dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada regarding stringent condition of putting land holding limit of 2 hector  , chief minister Devendra Fadanvis has assured him that as he has raised issue of unjust happened with dry land farmers of Vidarbha and Marathwada national mega farm loan waiver given by UPA Govt. in 2008-09,this time due care will be taken to protect interest to address the farm debt issue of dryland farmers who are having land but very low earning  ,Tiwari added.
Farm task force has urged chief minister Devendra Fadanvis if blanket loan to all distress farmers more than 4 million  dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada then keep land holding limit up to 5 hector for dry land farmers if it is kept 2 hector for farmers with irrigation facility or farm loan with blanket limit up to Rs.two lakh farm debt is given most of crisis driven and distressed of  farmers of Vidarbha and Marathwada will be covered who are in deep trouble and will keep rich farmers out to network loan waiver, Tiwari urged .

Tiwari recalled that when National mega farm loan waiver given by UPA Govt. in 2008-09 was given most of it’s benefits of taken away by rich farmers and banks to clear out their NPA and hence it should legitimate compulsion to fresh credit to all farmers whose farm loan has waived of to avoid the misuse of farm loan waiver .

It's a paradox. The year that saw Maharashtra recording the best ever performance in agricultural growth also turned out to be unhappiest for its farmers. Seeking better prices for produce and a loan waiver, farmers in parts of the state took to streets. Political pressure mounted by all non-BJP parties forced the Devendra Fadnavis government to concede the demand for crop loan waiver.
Kishore Tiwari, a farm activist drafted by Fadnavis to head a task force to address agrarian distress, says the farm waiver decision could be a big blunder for the state reeling under external borrowing of over 4 lakh crore. It could set a bad precedent because of its wrong timing and political compulsions.
While the specifics of the waiver are yet to be decided, opposition parties, frustrated by their electoral debacle in almost every election in the Narendra Modi era, want a blanket waiver covering every farmer. This could doom the state's already precarious economy, feels Tiwari. 

Excerpts of an interview...

Q. As an activist you always pitched in for government bailout packages to rescue distressed farmers. Why do you say that waiver was not required this time?

A. I am saying this with full responsibility. Being part of the government effort to remove farm distress, I have received full support of chief minister Devendra Fadnavis. Together we took unprecedented steps like spreading the institutional credit net to cover almost 74% of the farmers. Tweaking the scheme, farmers were included in the Rajiv Gandhi Jeevandayi Yojana to provide health security while food security for all farmers was provided in 14 distressed districts.
The state was on the top in implementing Modi's plan of doubling farmers income. It had done tremendous work in providing protected irrigation and helped in increasing farm yields manifold. This the state succeeded in clocking highest agriculture growth of 12%. We were on the right track and moving towards goal of freeing farmers from debt trap. The waiver decision could set the state back and negate all that we achieved. Waiver is hardly a sustainable solution to the agrarian crisis we are facing.

Q. So why you think Fadnavis succumbed to the Opposition pressure?

A. The frustration level among all political parties, including the Shiv Sena, is at a peak. They see that the BJP juggernaut is difficult to stop. So they pooled in their resources to whip up farmers' frenzy and turning it into a threat to law and order threat. The Shiv Sena defeat in Panvel municipal elections was the last draw leaving the party with no option but to counter the Fadnavis government. So what started at Puntambe village as a Left-driven call for a strike was fuelled into a strife mainly in well-off western Maharashtra.
Sadly, it looked like Fadnavis was left to face the situation all by himself. He had no support from his team of ministers who stood watching the situation from a safe distance. The opposition rhetoric worked and farmers skipped repayment of bank dues anticipating a debt waiver. A waiver after a prolonged period of bad crops makes sense. But not in a year of bounty. To make it worse, a senior minister jumped the gun to declare a blanket waiver when Fadnavis had earlier guardedly agreed for only waiver for old defaulters, mainly small and marginal farmers unable to clear bank dues. This could now add up to be a liability of Rs1.10 lakh crore, instead of Rs32,000 crore waiver that Fadnavis envisaged.

Q. Surely low prices to tur and other crops was a genuine grievance of farmers?

A. The credit of mobilizing farmers to increase tur production this year became a problem. This was because of major policy glitches. Though a glut was forecast well in time, the Centre imported tur which hit the domestic pricing. Farmers felt cheated because of procurement delays by the government agencies. But what the government may not admit was the blow dealt to farmers by demonetization move November onwards. The rural economy came to halt and farmers were worst sufferers. So, ironically, farm sector got rich but farmers got poorer because of low prices. 

Q. Is it not possible for the government to increase MSP and implement MS Swaminathan's recommendations?

A. The UPA-I had realized more than a decade ago that implementing Swaminathan report was not feasible. It was the Congress government that ushered in the globalization. So how could it roll back and give huge subsidies in order to accept Swaminathan's suggestions. Take cotton for instance. If, today, MSP is fixed to provide 50% profit above input costs, a quintal would have to be paid Rs8000. This will mean providing subsidy of Rs3000 a quintal, amounting to burden of around Rs4 lakh crore on state exchequer. This subsidy goes against the WTO pact of which we are a signatory. it is just not practical. Even Swaminathan realizes that his report is outdated and Modi should be given time to show results for measures he is taking.

Q. What could be the consequences for the state now?

A. It will be a sad day for the state if political designs on caste lines against Fadnavis are allowed to succeed. He is the best bet for the state's future. He works 18 hours a day and has achieved so much in short span of less than three years. He had no previous experience of administration. To make matters worse his team of ministers also is not all that supportive or experienced. A majority of bureaucrats are yet to break free completely from the previous Congress-NCP government mindset.

Fadnavis should deal with an iron hand and continue his good work protecting best interests of the state. The waiver may send a wrong signal to the regular and sincerely repaying sections. There is also a serious threat of civic society unrest, the taxpaying community refusing to take more in the name of bailing out the farmers. The Centre should also realize its role and come to the aid of the state instead of shrugging off its responsibility when it refuses to ease its control on agriculture costs and pricing.

Devendra fadanvis led Maharashtra government historic announcement of amnesty of farm debt to the tune of 32 thousand defaulting crore crop loans on June 11th  but day after,Minister Arun jaitaly announced after bankers meet that state has to take full burden of this loan waiver  on 12th June  which has been strongly objected by special task force chairman and farm activist kishore tiwari which is tracking farmers suicides in the region since 1995 and urged Prime Minister Narendra Modi to intervene in this matter as farm loan has triggered after UP Govt.'s  Rs.39 thousand crore farm loan waiver which his promised to UP during election and as agriculture credit is central subject it is must for central responsbility to bailout  the states where agrarian crisis is major issue and farmers suicides due to debt  is matter of serious concern  .
RBI has been advocating anti farmers bias stand on the farm loan waiver as all PSU banks has been taking different stand  to huge corporate loan to the tune of Rs.12 lakh crore and interest waiver given to them even after their willful default,Tiwari added in a letter written to PM asking him for urgent intervention in the farm loan waiver as Maharashtra Govt. led by devendra fadanvis has working on long term solution to address prevailing agrarian crisis his efforts have shown very positive result as agriculture growth of state has crossed double digit but even after the record productivity of pluses and other food grain crops the income of farmers has not increased due to very hostile intervention of center specially Nafed and FCI and if state which is having legacy Rs.4.13 lakh debt and continuous deficit in budget then additional burden of Rs.32 thousand crore will badly affect  the ongoing project of addressing rural crisis and core issues of agrarian crisis like local value addition ,creating market linkages and rural employments along with mega developments which are already in pipeline ,Tiwari urged .



.    Maharashtra has 13.6 million farm households, of which 10.06 million are small and marginal (with less than 2 hectare holding). Nearly 9 million farmers get bank loans or are covered by the formal net — this figure went up significantly after Devendra fadanvis led Maharashtra government came in to power 
 Farmers’ leader Kishore Tiwari  termed the recent  farmers’ strike as a conspiracy against Chief Minister hatched by rattled opposition parties. Calling the state-wide agitation of farmers as justified, Tiwari at the same time slammed the Opposition leaders for using the agitation as political tool to target the Chief Minister.

Tiwari questioned the timing of the agitation. “According to a survey, the popularity of Fadnavis is at its peak in rural areas of the state. Under his leadership, the BJP is winning elections after elections. Rattled by the victories, all the leaders of political parties from Western Maharashtra are attacking the Chief Minister on the basis of the farmers’ strike. The peaceful agitation suddenly turning violent is the handy work of the Opposition leaders,” Tiwari charged.

 Chief Minister Fadnavis is sensitive to the problems of farmers and taken several initiatives resulting in increase in produce of farmers in the state. However, the income of farmers has declined due to various reasons. Farmers were forced to sell their produce much below the minimum support price, Tiwari claimed.

देवेंद्र फडणवीस यांच्या नेतृत्वाखालील महाराष्ट्र सरकारने ११ जूनला जून रोजी शेतीवरील ३२ हजार कोटीची  पीक कर्ज माफीची मोठी घोषणा केल्यानंतर दुसऱ्याच दिवशी केंद्रीय अर्थमंत्री अरुण जैटली  यांनी ही पीककर्ज माफी महाराष्ट्र सरकारने आपल्या अर्थसंकल्पातून द्यावी अशी घोषणा बँकांचा बैठकीनंतर केली यावर महाराष्ट्र सरकारने शेतकरी आत्महत्याग्रस्त भागात  कृषीसंकट कमी करण्यासाठी नियुक्तकेलेल्या शेतकरी मिशनचे अध्यक्ष किशोर तिवारी आपली चिंता पंतप्रधान नरेंद्र    मोदींकडे मांडली असुन कृषीपतपुरवडा हा विषय केंद्राचा असल्यामुळे व भारतामध्ये शेतकऱ्यांवरील आर्थिक संकट सर्वात गंभीर असुन  भाजपचे सरकार असलेल्या राज्यात उत्तरप्रदेश सरकारने  पंतप्रधान नरेंद्र    मोदींयांच्या निवडणुक आश्वासनाची पुर्तता करण्यासाठी दिलेली ३९ हजार पीक कर्ज माफीची घोषणेनंतर शेतकऱ्यांचे असंतोष व कृषिसंकटावर तात्पुरता तोडगा काढण्यासाठी राजकीय दबावाखाली घेतला असुन आता केंद्राने राज्यांना वाऱ्यावर सोडणे म्हणजे नवीन आर्थिक निर्माण करणे असुन पंतप्रधान नरेंद्र    मोदीं यांनी या गंभीर समस्येवर तात्काळ तोडगा काढण्यासाठी उत्तर प्रदेश ,महाराष्ट्र ,मध्यप्रदेश ,राजस्थान या भाजपचे सरकार असणाऱ्या राज्यांना  तात्काळ दिलासा द्यावा नाहीतर शेतीवरील ३२ हजार कोटीची  पीक कर्ज माफीची  पूर्तता करण्यासाठी सरकारच्या सर्व लोककल्याणकारी व विकासाच्या योजनानां कात्री  लागेल तसेच कृषीसंकट दुर  करण्यासाठी देवेंद्र फडणवीस यांच्या नेतृत्वाखालील महाराष्ट्र सरकारने सुरु केलेल्या सर्व योजना मागे पडतील तरी भारत सरकारने महाराष्ट्र सरकारला ३२ हजार कोटीचे विषेय पॅकेज द्यावे अशी मागणी शेतकरी मिशनचे अध्यक्ष किशोर तिवारी यांनी केली असुन 
महाराष्ट्रात १३  दशलक्ष शेतकरी कुटुंबे आहेत त्यापैकी १० दशलक्षलहान आणि सीमांत आहेत (2 हेक्टेर होल्डिंगपेक्षा कमी). जवळजवळ ९ दशलक्षशेतकर्यांना बँकेकडून कर्जे मिळतात किंवा औपचारिक जाळ्याद्वारे समाविष्टकेले जातात देवेंद्र फडणवीस यांच्या नेतृत्वाखालील महाराष्ट्र सरकारने ही आकडेवारी लक्षणीय वाढविली आहे .महाराष्ट्राचा आज एकूण कर्ज ४.१३ लाख कोटी रुपये आहे. ओझे सहन करणे किंवा योजना आकार कमी करणे किंवा कल्याण योजना चालविणे  किंवा दोन्ही करणे अधिक श्रेयस्कर करण्यासाठी सरकारसमोर फारच कमी पर्याय आहेत असुन सरकारी  पब्लिक सेक्टर बॅंकांनी म्हटल्याप्रमाणे ते अधिकृत ऑर्डर  नसल्यामुळे कर्जाचे पुनर्गठन करू शकत नाहीत. हा ऑर्डर केंद्र किंवा रिझर्व्ह बँकेकडून आला पाहिजे. अर्थमंत्री  म्हणतात  की  माफीसाठी पैसा  नाही. रिझर्व्ह बॅंकेने असा दावा केला आहे की कर्जाची सूट वित्तीयदृष्टय़ा अशक्य आहे महाराष्टाला या कर्जमाफीच्या रकमेची  प्रतिपूर्तीची हमी आपण तात्काळ द्यावी 
 अशी मागणी शेतकरी मिशनचे अध्यक्ष किशोर तिवारी यांनी केली असुन 
रिझर्व्ह बँकेकडून व सरकारी  पब्लिक सेक्टर बॅंकांनी भारताच्या भांडवलदारावर असलेल्या १२ लाख कोटीच्या थकीत कर्जावर घेतलेल्या भूमिकेचा विपरीत भूमिका कृषी कर्जमाफ़ीघेण्यात येत असुन बँकांनी कृषी पतपुरवडा देतांना आजपर्यंत सुमारे १० लाख कोटीचा घोळ केला असुन सध्या कृषी पतपुरवड्याचे सर्व  रिझर्व्ह बँक  व सरकारी  पब्लिक सेक्टर बॅंकांची देणं असल्याचा गंभीर आरोप तिवारी यांनी केला असुन देवेंद्र फडणवीस यांच्या नेतृत्वाखालील महाराष्ट्र सरकारला महाराष्ट्राचा काया पालट करण्यासाठी आज केंद्राने ३२ हजार कोटीचे विषेय पॅकेज तात्काळ द्यावे  काळाची गरज असल्याची  मागणी किशोर तिवारी यांनी केली असुन

महाराष्ट्र सरकारने घॊषीत केलेल्या ३० हजार कोटीच्या पीककर्जमाफीच्या घोषणेचे  वसंतराव नाईक शेतकरी स्वावलंबन मिशनचे अध्यक्ष किशोर तिवारी यांनी स्वागत केले असुन या पीककर्जमाफीचा २००८च्या  युपीए  सरकारच्या कर्जमाफी सारखा पश्चिम महाराष्ट्राच्या  शेतकऱ्यांनाच होणार नाहीना अशी भीती व्यक्त करीत विदर्भ व मराठवाड्याच्या दुष्काळग्रस्त व आत्महत्याग्रस्त भागात ५ एकराची अट न ठेवता सरसकट पीककर्ज देण्याची मागणी वसंतराव नाईक शेतकरी स्वावलंबन मिशनचे अध्यक्ष किशोर तिवारी यांनी मुख्यमंत्री देवेन्द्र फडणवीस यांनी केली असुन या पीककर्जमाफीत विदर्भ व मराठवाड्याच्या दुष्काळग्रस्त व आत्महत्याग्रस्त भागाचा विषेय लक्ष देण्यात येणार असल्याची माहीती देवेन्द्र फडणवीस यांनी दीली असल्याची माहीती तिवारी यांनी निवेदनात दिली आहे . 
सध्या पश्चिम महाराष्ट्राच्या  शेतकऱ्यांनवर  ५ एकरावर सरासरी ५ लाख पीककर्ज असुन विदर्भ व मराठवाड्याच्या दुष्काळग्रस्त व आत्महत्याग्रस्त भागात सरासरी ५०हजार  पीककर्ज  असल्याने व शेतकरी आत्महत्यांचा बाजार करुन पश्चिम महाराष्ट्राचे शेतकरी नेते करीत असल्याची भीती शेतकरी व्यक्त करीत असुन  कारण २००८च्या  युपीए  सरकारच्या कर्जमाफीचा अनुभव त्यांचा असुन त्याची  पुनरावृत्ती टाळण्याची विनंती किशोर तिवारी यांनी केली आहे . 
२००८च्या  युपीए  सरकारच्या कर्जमाफीचा फायदा  बँकांनी आपला एनपीए कमी करण्यासाठी केला होता म्हणुन बँकांनी कर्जमाफीचा लाभ मिळणाऱ्याना  सर्व शेतकऱ्यांना तात्काळ पीककर्ज देण्याची मागणी तिवारी यांनी केली आहे तसेच  नियमित कर्जाचा भरणा करणाऱ्या शेतकऱ्यांना  सुद्धा कर्जमाफीचा लाभ देण्यात यावा व आयकर भरणाऱ्या व पगारदार शेतकऱ्यांना कर्जमाफीचा लाभापासुन वंचीत ठेवण्याची मागणी सुद्धा तिवारी यांनी केली आहे .  राज्य सरकारने फक्त अल्पभूधारकांना कर्जमाफी तात्काळ देण्याचा घोषणा केली आहे   त्याची अंमलबजावणी तात्काळ  होण्याची शक्यता नाही कारण बँका आर बी आई च्या आदेशाची वाट पाहत आहे यामुळे शेतकरी  एकूणच संभ्रमावस्थेमुळे त्यांचे  नैराश्य व अडचणी जास्तच झाल्या आहेत  गेल्या वर्षी मायक्रो फायनान्स कंपन्यांनी ४०० ते ५०० कोटी रुपये प्रत्येक जिल्ह्यात वाटल्याचीही आकडेवारी आहे. त्या कर्जाची परतफेड पूर्णपणे होऊ शकली नाही. खरीप पीक कर्ज वाटपाला गती नाही. पेरणीची कामे तोंडावर आली आहेत. अशा स्थितीत शेतकऱ्यांना सावकारांकडे हात पसरावे लागतील आणि पुन्हा ते त्यांच्या तावडीत सापडतील. कर्जाच्या दृष्टचक्रातून शेतकरी बाहेर न पडल्यास पुन्हा आत्महत्या वाढण्याची भीती आहे. नाबार्डने पॅकेज न दिल्यास स्थिती अधिकच खराब होणार आहे असे मत  तिवारी यांनी व्यक्त  केले आहे 

हंगाम तोंडावर असतानाही संपूर्ण महाराष्ट्रात उद्दिष्टांच्या तुलनेत केवळ २४ टक्केच कर्ज वाटप झाले आहे. कर्ज वितरणाला वेग आणण्यासाठी प्रशासनाने आता कर्ज वाटप शिबिराचे आयोजन केले आहे. परंतु त्याला बँकांकडून अल्प प्रतिसाद  मिळत असल्याने विदर्भ, मराठवाड्यात कृषी संकट अधिक गंभीर होणार असल्याचा अहवाल तिवारी  यांनी सरकारला दिला आहे.
पश्चिम विदर्भातील पीक कर्ज वाटपाला अजूनही गती मिळालेली नाही. उत्तर प्रदेशात कर्जमाफी झाल्यानंतर शेतकऱ्यांनी संभ्रमावस्थेत कर्जाची परतफेड न करणे, बँकांची वसुली कमी होणे या सर्व बाबींचा परिणाम कर्ज वितरणावर झाला आहे. या स्थितीत शेतकऱ्यांना सावकारांकडे धाव घ्यावी लागेल आणि शेतकरी आत्महत्यांमध्ये वाढ होईल, अशी भीतीही तिवारी यांनी व्यक्त केली आहे.

In response to the message of prevailing concern of more than 4 million  dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada regarding stringent condition of putting land holding limit of 2 hector  , chief minister Devendra Fadanvis has assured him that as he has raised issue of unjust happened with dry land farmers of Vidarbha and Marathwada national mega farm loan waiver given by UPA Govt. in 2008-09,this time due care will be taken to protect interest to address the farm debt issue of dryland farmers who are having land but very low earning  ,Tiwari added.
Farm task force has urged chief minister Devendra Fadanvis if blanket loan to all distress farmers more than 4 million  dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada then keep land holding limit up to 5 hector for dry land farmers if it is kept 2 hector for farmers with irrigation facility or farm loan with blanket limit up to Rs.two lakh farm debt is given most of crisis driven and distressed of  farmers of Vidarbha and Marathwada will be covered who are in deep trouble and will keep rich farmers out to network loan waiver, Tiwari urged .
Tiwari recalled that when National mega farm loan waiver given by UPA Govt. in 2008-09 was given most of it’s benefits of taken away by rich farmers and banks to clear out their NPA and hence it should legitimate compulsion to fresh credit to all farmers whose farm loan has waived of to avoid the misuse of farm loan waiver .
Tiwari also urged CM to give special farm loan waiver incentives to farmers who have been repaying crop loan regularly and exclude farmers who are paying income tax and earning other than agrarian activity.RBI should put compulsory for all PSU Banks to give fresh crop loan every farmers who has been  given loan waiver by the state ,Tiwari added

MUMBAI (Thomson Reuters Foundation) - The killing of five farmers in clashes with police in central India exposes the plight of landless peasants struggling to pay back debt with meager earnings from lower produce prices, activists say.

Low prices for produce such as lentils and cereals amid a glut in supply have triggered protests by farmers in central Madhya Pradesh state and neighboring Maharashtra, where officials have said they will waive loans of some defaulting farmers.

But the waivers will only benefit farmers who own land and do not address the main reasons for farmers' distress including landlessness and the small size of holdings, said Kishor Tiwari, head of a committee set up by the Maharashtra government to address farmers' issues.

"Lease holders who cultivate others' land cannot avail of debt waivers, and they will continue to suffer until the government tackles reform of the farm economy," he said.

"The state must find a way to determine who the real cultivator is, and see that they get relief."

The five farmers shot dead in Madhya Pradesh when police opened fire to disperse a protest did not own the land they cultivated, the Indian Express daily reported on Friday.

About two-thirds of India's 1.3 billion people depend directly or indirectly on farming for their livelihoods.

Prime Minister Narendra Modi has promised to double farmers' incomes over the next five years with a slew of policies.

Over the past decade, tens of thousands of farmers have killed themselves across the country, with "bankruptcy or indebtedness" cited as the main reason in official data.

Most of these farmers were tenants who did not own the farmland, and therefore did not qualify for benefits such as subsidized loans or crop insurance, said Raghu Pillai, head of the land and livelihood hub at advocacy group ActionAid India.

"Tenant farmers are not even recognized as farmers, and because they don't have the title to the land, they cannot get anything - not even compensation when they are dead," he told the Thomson Reuters Foundation.

"We need changes in the tenant law to give them recognition and benefits."

Several Indian states, including Madhya Pradesh, are adopting a model land leasing law aimed at giving tenant farmers greater access to benefits such as credit, but the move is opposed by landowners who say it jeopardizes their rights.

Prominent agriculture activist and the current chairman of the Maharashtra government’s committee on farmers’ distress Kishor Tiwari has slammed the Central and the state government for “neglecting the core issues of farmers”. In an exclusive interview to The Hindu, Mr. Tiwari also said that the last three years have seen only “announcements”. Excerpts:
How do you look at the current farmers’ unrest and protest in Maharashtra?
This is a genuine protest with genuine demands. The basic demand is of increasing their income and the perception was that this government will take it seriously; but in the last two-three years, only announcements have come. The demands of the farmers should be addressed seriously. We have been working as their (government’s) consultants to address these issues but the government’s bureaucrats extremely are insensitive towards the farmers’ issues.
Do you mean to say that Narendra Modi and other BJP government’s, who promised to double the farmers’ income, have still not delivered on their promises?
We tried our level best to increase the productivity of farmers. In Maharashtra, we had record production. Agriculture growth is almost in double digits now but the concern is that the farmer’s income has dropped continuously. The doubling of farmers’ income will be our core issue now. It will take time. But The accountability of the people responsible for such collapse (in income of farmers) should be fixed. My concern with the executive is their insensitivity to the cause (of farmers). When farmers have done tremendously well, what are the reasons behind the collapse in their income? Who manages manipulation in prices of the farm produce? Why were the pulses imported despite high production forecast? Who took that decision? Even after the bumper production, the intervention by the state was poor. The NAFED and FCI were not at all ready for this. They did not open procurement centres on time and farmers were forced to sell their produce in the open markets. Farmers’ income is not increasing but the cost of livelihood has increased. This has led to a collapse of the rural economy and the state has to address it.
The government was not prepared for the bumper crop?
No. The government was, but bureaucrats were not. The need of the hour is to bring drastic changes in policies. The priorities of development need to change. As an agriculture activist, I can see no difference in the NDA government’s and the UPA government’s basic priorities with regard to development. They are developing metros but not the rural economy. However, I think the BJP and Prime Minister Narendra Modi are the only hope because the Congress did not change the policies. Some core issues need to be addressed. First, is the cost. In an open economy, the minimum support price is a hypothetical concept. There are large variations in the MSP and the market price. Who will take the burden of subsidies? The farmers’ distress is prevailing because their core issues are not being addressed and the bureaucrats are happy in counting the reasons.
What have you recommended to the government?
I have recommended that that credit cycle should be of five years. If you cannot increase the debt paying capacity, you have to give loan waiver after every three years. But it should not be because of political compulsions. The bailout packages are a must and should be given at a critical time. Even the last loan waiver did not resolve the crisis. The hostile environment in terms of credit should change. The opposition parties will demand loan waiver but it is their political immaturity. Surprisingly, the state government also supported it and announced it. The dry land farmers’ limit should be five hectares if you are not giving a blanket loan waiver. The farmers, who were excluded from earlier loan waivers and who are regularly paying their debt, should be given incentives so that a culture of repayment is developed. Loan waiver will not solve all the issues. The state has to go in detail to study the factors affecting the rural economy.
We are now seeing unrest in prosperous farming areas like Western and North Maharashtra.
Because of the mismatch in farming expenses and income. The farmers’ debts are increasing and no one is coming to their rescue. The state has to understand that unless and until the farmers won’t get the return on their investment, this won’t stop. They talk of developing market mechanism but what has happened in the last three years has to be analysed first. How many value addition projects have been materialised? Where are the market linkages? One has to understand that these are the core issues. If the people are agitating, their concerns should be listened to carefully. They need to bring a focused program to increase farmers’ incomes. No agriculture supporting activity is happening now. The state should have more concern for the people living in villages because the life of a farmer is worse than farm labourers now. The cost of living has increased tremendously and many farmers’ families are starving.
So you are not happy with the BJP government’s policies with respect to the farmers?
I don’t see any drastic change in the policies (of BJP government) with regard to the farmers. The previous government’s policies are still being implemented. You need to change your focus to improve the rural economy. Unless and until we have a protected economy for rural masses and address the issue of cost of the farm produce, things won’t change. The priorities of the development should be focused on the crisis. The investments should be in the rural sector which we had promised. And it is not happening. Otherwise, why would there be this unrest.
You once filed a petition in the high court that farm-related data should be continuously updated on the government website. It is still not happening.
The government is not concerned about updating the facts. This had happened during my career as an activist. The bureaucrats are really lethargic. If innocent people are killing themselves without any reason, there should be accountability. The grievances should be addressed at the local level itself, but it is not being done. The corruption levels are rotting the administrative structure.
What does the data say about farmers’ suicides?
Some districts have seen a decrease, but some have seen an increase in farm distress. The concerns are still there. Innocent people are still killing themselves. As the mission's chairman, I won’t say it has stopped. It will take time. And you need to address the core issues to solve it. You have to increase the income and reduce the cost of living; you have to give job opportunities and bureaucrats should be held accountable. Otherwise, the governments will go on changing but the core issues will remain. The prevailing environment in the county will not give more chances, because the unrest, that I am looking at, is leaderless. This is the people’s unrest.

पश्चिम विदर्भातील पीक कर्ज वाटपाला अजुनही गती मिळालेली नाही. कर्जमाफीविषयी मंत्र्यांची बेजबाबदार विधाने आणि त्यामुळे शेतकर्यांनी संभमावस्थेत कर्जाची  परतफेड न करणे, बँकांची वसुली कमी होणे या सर्व बाबींचा परिणाम कर्ज वितरणावर झाला असून या स्थितीत शेतकर्र्यांना अखेरीज खाजगी सावकारांकडे धाव घ्यावी लागेल आणि शेतकर्र्यांच्या आत्महत्या वाढतील अशी भिती स्व. वसंतराव नाईक शेतकरी स्वावलंबन मिशनचे अद्यक्ष किशोर तिवारी यांनी व्यक्त केली आहे. 
संपुर्ण महाराष्ट्रात उद्दीष्टांच्या तुलनेत केवल १४ टक्केच कर्जवाटप झाले आहे. कर्ज वितरणाला वेग आणण्यासाठी प्रशासनाने आता कर्ज वाटप शिबिराचे आयोजन केले आहे परंतु त्याला बँकांकडून मिळत असलेला असहकार्य  या पार्शव भुमिवर  किशोर तिवारी यांनी कृषी संकट शेतकरी आत्महत्याग्रस्त विदर्भ मराठवाड्यात अधिक गंभीर होणार असा अहवाल  सरकारकडे दिला असुन  , उत्तर प्रदेशात कर्जमाफी झाल्यानंतर येथील राजकीय नेत्यांच्या अपेक्षा वाढल्या. शेतकऱ्यांनी  कर्जाची परतफेड करण्यासाठी हात आखडता घेतला. त्यामुळे बँकेचे अधिकारी हे जिल्हा प्रशासनाकडे वसुलीसाठी मदत करा, असा तगादा लावत आहेत. यावेळी कर्ज वितरण विस्कळीत होऊन गेले आहे. सरकारने पतपुरवडा तात्काळ नियमित करणे व त्यासाठी शेतकऱ्यांना दिलासा देणे काळाची गरज झाली आहे .  
जे शेतकरी कर्जाची नियमीत परतफेड करतात, त्यांना कर्जमाफीचा लाभ मिळू शकतो. आता राज्य सरकारने अल्पभुधारकांना कर्जमाफी देण्याचा निर्णय घेतला आहे. त्याची अंमलबजावणी आक्टोंबर मध्ये होऊ शकेल त्यामुळे यंदाच्या खरीप हंगामात कर्जमाफी नाही, हे आता स्पष्ट झाले आहे. पण, एकुणच संभ्रमावस्थेमुळे शेतकर्र्यांचे मोठे नुकसान झाले आहे. गेल्या वर्षी मायक्रो फायनान्स कंपन्यांनी एकेका जिल्ह्यात ४०० ते ५०० कोटी रूपये वाटले. त्या कर्जाची परतफेड पुर्णपणे होऊ शकली नाही. खरीप पीक क्रज वाटपाला गती नाही. पेरणीची कामे तोंडावर आली आहेत. अशा स्थितीत शेतकर्र्यांना सावकाराकडे हात पसरावे लागतील आणि पुन्हा ते त्यांच्या तावडीत सापडतील. कर्जाच्या दृष्टचक्रातुन ते बाहेर न पडल्यास पुन्हा आत्महत्या वाढण्याची भिती आहे. नाबार्डने पँकेज न दिल्यास स्थिती अधिकच खराब होणार आहे असे सांगुन तिवारी यांनी सरकार आणि शासकीय यंत्रणेवरही जोरदार टिका केली आहे. 
जो पर्यंत शेतकऱ्यांचे उत्पन्न व  क्रयशक्ती वाढणार नाही, तो पर्यंत तो आर्थिक आरिष्टातुन बाहेर पडू शकणार नाही शेतकऱ्यांनी  उत्पादन वाढविले, पण त्यांचे उत्पन्न दुप्पट झाले काय हा प्रश्न आहे. याची जबाबदारी राजकीय नेत्यांना व अधिकार्यांना घ्यावी लागणार आहे. एकटे मुख्यमंत्री देवेंद्र फडणवीस काही करू शकणार नाहीत. अधिकार्यांना संवेदनशीलपणे आणि प्रामाणिकपणे काम करावे लागणार आहे. आम्ही केलेल्या शिफारशिंची  अंमलबजावणी  यंत्रणा करीत नाही शेतमालाच्या मुल्यवर्धनाच्या गप्पा झाल्या मुद्रा योजनेतून शेतकऱ्याना व त्यांच्या मुलांना  रोजगार उपलब्ध करून देण्याचे दावे झाले पण काहीच साध्य झालेले नाही शेतकर्र्यांची अवस्था बिकट आहे. केवल कर्जमाफीतून सर्व प्रश्न सुटतील पण असे नाही पण शेतकर्र्यांना दिलासा मिळून देण्याची काम सरकारने करायला हवे विदर्भातील बहुतांश शेतकरी कोरडवाहू आहेत पश्चिम महाराष्ट्रातील शेतकर्राशी त्यांची तुलना होऊ शकत नाही त्यामुले कर्जमाफी देतांना सर्वांना एकाच तराजूत तोलू नये, असे मुख्यमंत्र्यांना स्व. वसंतराव नाईक शेतकरी स्वावलंबन मिशनचे अद्यक्ष किशोर तिवारी यांनी सांगीतले आहे.

Kishor tiwari Farm activist who is as chairman of special task force formed by Govt. of Maharashtra to address  prevailing agrarian crisis and to redress the issue of  ongoing farmers suicides of dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada in massage to Maharashtra chief minister Devendra Fadanvis has welcomed decision of giving farm loan waiver to Maharashtra farmers but urged him to cover all farmers of region without any condition of land holding as earlier National mega farm loan waiver given by UPA Govt. in 2008-09 has 2 hector limits which kept most of crisis driven and distressed of  farmers of Vidarbha and Marathwada and same criteria of small and marginal is repeated will keep most of dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada.
In response to the message of prevailing concern of more than 4 million  dry land drought affected   farmers of 14 districts of west Vidarbha and Marathwada regarding stringent condition of putting land holding limit of 2 hector  , chief minister Devendra Fadanvis has assured him that as he has raised issue of unjust happened with dry land farmers of Vidarbha and Marathwada national mega farm loan waiver given by UPA Govt. in 2008-09,this time due care will be taken to protect interest to address the farm debt issue of dryland farmers who are having land but very low earning  ,Tiwari added.
Task force have also urged chief minister Devendra Fadanvis to give special incentive to the farmers who are reguler having crop loan repayment track along with farmers who were left our in earlier farm loan waiver in order to promote repayment culture as farm loan waiver is not the ultimate solution to address the agrarian crisis in the  country as it's accumulative effect  of globalization and anti-farmers policy of state .
Farm task force has urged chief minister Devendra Fadanvis to keep land holding limit up to 5 hector for dry land farmers if it is kept 2 hector for farmers with irrigation facility or farm loan with blanket limit up to Rs.one lakh farm debt is given most of crisis driven and distressed of  farmers of Vidarbha and Marathwada will be covered who are in deep trouble and will keep rich farmers out to network loan waiver, Tiwari urged .
Tiwari recalled that when National mega farm loan waiver given by UPA Govt. in 2008-09 was given most of it’s benefits of taken away by rich farmers and banks to clear out their NPA and hence it should legitimate compulsion to fresh credit to all farmers whose farm loan has waived of to avoid the misuse of farm loan waiver .
