The administration warned the Govt in the survey report these 4.5 lacs farm familes who are classified as in acute distress type A are prone to suicide if causes of distress and despair are not addressed ,the major reasons of distress is mounting debt as survey revealed that around 93 % farmers are in debt and issues of heavy losses due to crop failure and low market price of cotton ,critical health, daughter’s  marriage, educational expenses and unemployment,Tiwari added.
Earlier  in the year 2006 same type of door to door survey to know reasons of prevailing distress in agrarian crisis hit west Vidarbha was done after the intervention of Mumbai high court Nagpur bench in matter of PIL filed by farm activist kishor tiwari asking govt. provide relief to distressed farmers  but that time 3 lacs farmers found in acute distress and that force Indian Prime Minister Manmohan singh to visit Vidarbha and announce special Vidarbha package of Rs.4560 crore  on 1 July 2006 after that more than 30 thousand crore packages including debt waiver in 2008 were given but farmers suicides continued hence forcing Govt. second door to door survey in 2014

when earlier survey of change mega magnitude was doen in 2006 3 lakcs farmers were found in deep distress then appointed Dr. Narendra jadhav committee  which gave recommedations of gving  Food and health security to all distressed , Higher MSP to cotton and Higher MSP to cotton but all packages never addressed these recommendations, now when in 2015 more shocking and pathetic report of west Vidarbha farmers distress and despair has been placed before the administration now CM Devendra Fadanvis has also initiated idea of appointing fresh committee now headed by Dr.MS Swaminathan to look in crisis and suggest the remedies, which will have same fate as earlier committees, Tiwari added.

Union Budget 2015: No Healing Touch to 3 Million Distressed Vidarbha Farmers-VJAS

Union Budget 2015: No Healing Touch to 3 Million Distressed Vidarbha Farmers-VJAS
28 February 2015
Once again new NDA Govt. has failed to give any healing touch in his policy road map budget -2015 distressed 3 million dry land farmers which are growing cash crop like cotton and soybean in Vidarbha region of Maharashtra as there is no announcement of fulfilling   PM Narendra Modi pre-poll promises on farm loan waiver and giving higher MSP according to a proposed formula of investment plus 50 per cent returns as indicated earlier that BJP is treating the issue of minimum support price (MSP) and waiver of farm loans as a 'Kisan-Jumla' (empty election promise) as there is no budgetary provisioning and plan to address the acute agrarian crisis with focus on credit, cost and crop issues hence to stop farmers suicides, a key farmers' advocacy group in the drought-prone Vidarbha region, Vidarbha Jan Andolan Samiti (VJAS) said in a press statement.

This year the Maharashtra state government officially declared that 60 per cent of its villages were facing a "severe drought" of the century, last year, affecting almost 90 lakh farmers in state. 23,811 of state's total 39,453 villages fall under this category after complete kharif crop was damaged, there is international recession in cotton as global market and demand has been dropped and this will effect more than 40 million cotton farmers cultivating cotton in more than 12 million hector mostly dry land farmers hence union budget  is talking big mega investment infrastructure and long term credit but failed to address core issues of giving direct relief package to these 40 million cotton farmers who are victims of global open market economy and mismatched demand supply situation ,NDA has  sidelined the rural and agrarian crisis from its priority list When poor are demanding food under universal PDS and farmers are killing themselves due to debt and poor prices of agriculture produce,. This will make life of poor and farmer’s miserable, VJAS president, Kishore Tiwari, added.

It was made clear earlier Budget-2015 that NDA Govt. is not  serious to address the core issue of crisis that are better cost and credit as it was reflected RBI Governor’s statement that all earlier farm loan waiver packages have failed to provide relief and such packages would add to banks' NPAs and  Indian Govt. an affidavit in the Supreme Court said the government cannot give the MSP on the basis of the BJP's proposed formula of investment plus 50 per cent returns as it goes contrary to all existing formulae of the Commission on Agriculture Costs and Prices, this is very unfortunate as central Govt. failed to understand serious gravity of Vidarbha agrarian crisis when region has reported   1,160 farmers suicides in Maharashtra in 2014, and 124 in 2015 (till date), it was high time that the Centre looks at agrarian crisis seriously in Vidarbha and announce special plan to address existing despair," Tiwari said while urging Prime Minister Narendra Modi to relook into Budget -2015 outlay .

VJAS welcome AAP decision of Free Water and Power Tariff cut –Urged Maharashtra Chief Minister to follow ‘AAP’

VJAS welcome AAP decision of Free Water and Power Tariff cut –Urged Maharashtra Chief Minister to follow ‘AAP’
Nagpur -25th Febuary  2015
Vidarbha Janandolan Samiti (VJAS) activist group who is working for rights of dying cotton farmers and food staved tribal of eastern part of Maharashtra has welcomed Delhi AAP Chief Minister  Arvind Kejriwal to his historic decision to subsidies  water and power  which has largely been privatized and is being operated under word bank and free trade era of globalization  since 1991 and supported by policies of UPA and  NDA parties  allowing corporate houses to exploit common man which is being strongly protested throughout country wherever water and power distribution is handed over  private players who are just taking people on ride having made unholy alliance with both  congress and BJP  hence in order to save congress party led ‘Progressive Front Govt.’ of Neo-globalization brand ambassador  Prathviraj Chavan form humiliating defeat in next election PDF Govt. of Maharashtra is humbly urged to give free water and subsidies electricity for poor families under BPL as done by Haryana congress Govt., Kishore Tiwari of VJAS informed in press release .
‘When Delhi Govt. with merely with Rs.4000/- crore budget can take decision then state like Maharashtra where annul tax revenue collection is crossing Rs. one lakh sixty thousand crore  can take decision to give subsidy to local bodies and electric companies to give free water and free power to poor and tribal without going for budget provisioning  as  state has cur food and kerosene subsidy and social  welfare fund to larger extend for direct benefit to poor  hence this is good chance Maharashtra Govt. CM to restore his credibility lost by giving empty election promises of farm loan waiver and tollfree state ’, Tiwari added.

‘Water-Power Distribution’ is National Issue –AAP decision to Impact UPA-NDA Pro-Globalization Policies
AAP Govt. which has initiated free water and power tariff cut as fulfillment of election manifesto but this will have larger impact  pro-liberalization agenda forced by world Bank which is asking  center and states to cut subsidies on water-power-fuel and private these most essential service to corporate houses and both main leading national parties congress and BJP will have to rethink their model of development instrumented by ‘US-WORLD BANK-WTO-IMF’ and this is good beginning and move toward the real independence hence we welcome AAP decision and urged all states should follow it mainly BJP ruled states who have kept their PM candidate in waiting to avoid ‘India shining-2004’ experience, Tiwari added.

Maharashtra farmers accuse BJP over MSP, waiver of loans-IANS

Maharashtra farmers accuse BJP over MSP, waiver of loans

Debt-hit farmers of Maharashtra's Vidarbha region have accused the BJP of treating the issue of minimum support prices (MSP) and waiver of farm loans as a 'jumla' (empty election promise) and demanded that the government seek a fresh mandate, an NGO said here Tuesday.
The Bharatiya Janata Party (BJP) had made pre-poll promises on farm loans waiver and giving higher MSP according to a proposed formula of investment plus 50 percent returns, Vidarbha Jan Andolan Samiti (VJAS) president Kishore Tiwari said.
"Both these turned out to be 'jumlas' - one has been rejected officially by the RBI and the other by the government as per its affidavit in the Supreme Court," Tiwari told IANS.
He accused the government of 'back-stabbing and betrayal' of the 70 percent Maharashtra population dependent on agriculture who had believed the promises would be made and supported the BJP in the last Lok Sabha and Maharashtra assembly polls.
Without mincing words, Tiwari alleged that the BJP-led government is engaging in 'jumlas' one after the other - first with BJP president Amit Shah's statement of depositing Rs.1.50 million in bank accounts of all Indians after bringing black money stashed abroad, later the reversal on the sensitive toll tax issue in Maharashtra, and now a similar fate for the farmers.
"Now, there is news about a RTI query revelation that there is no evidence to prove that Prime Minister Narendra Modi had ever sold tea at a railway station...," Tiwari added.
He claimed that a note on the farmers issues was sought by the BJP and included in its polls manifesto after consulting the VJAS and other organisations with a commitment that only those points would be included which it could fulfil after coming to power.
The scenario is different now with the centre filing an affidavit in the Supreme Court that the government cannot give the MSP on the basis of the BJP's proposed formula of investment plus 50 percent returns as it goes contrary to all existing formulae of the Commission on Agriculture Costs and Prices.
Similarly, the Reserve Bank of India (RBI) has said that since all earlier farm loans waiver packages have failed to provide relief and such packages would add to banks' NPAs - dashing all hopes of the debt trapped farmers for any relief in the next Union Budget.
RBI Governor Raghuram Rajan said in December 2014 that "debt waiver schemes of central and state governments have not benefited farmers as they restricted credit flow subsequently hence the NDA government has no plan to give any more debt waiver in future", Tiwari quoted grimly.
With 1,160 farmers suicides in Maharashtra in 2014, and 112 in 2015 (till date), this year may prove to be worse for the agrarian communities in the country, he said.

Four more Vidarbha Farmers Suicides in a Day –last 45 Days 202 farmers killed in drought hit Maharashtra

Four more Vidarbha Farmers Suicides in a Day –last 45 Days 202 farmers killed in drought hit Maharashtra
 Dated -19th February 2015
As Vidarbha reports four more innocent aid starved distressed farmers suicides as Forty-five days of 2015 drought hit Vidarbha 108 and Marathwada 94  reported  202 farm suicides, whereas same region had reported 1833 in 2014. As per official report ill-fated four vidarbha farmers who killed themselves are Gajanan Khandare of Khillari in Aamravati, Laxman Divare of Hivlani in Yavatmal ,Shankar Shende of Torgoan in Chandrapur and Bhika Kawale of Kesapur in Buldhana . The delay in distribution of relief aid and complete apathy of Govt. are the biggest reason for the farmers to take the extreme step Besides, the vicious cycle of crop loan in combination with very low market price of main cash crop cotton ,paddy and soybean    erratic monsoon in the region leaves the farmers with no option but to take the extreme step, informed  Kishor Tiwari of Vidarbha Janandolan Samit(VJAS) ,farm activist group who are documenting farmers suicides since 1997. When this year  Maharashtra the government officially declared that 60% of its villages were facing a severe drought of the century affecting almost 90 lakh farmers in state 23,811 of the state's 39,453 villages come in this category after complete kharif crop has been damaged adding fueled to existing farm crisis in the region where the highest number of farmer’s suicides reported in the country hence to address the very acute issue of farmers suicides it is critical time for  Indian Govt to provide time bound budgetary allocation to address agrarian crisis  on with complete focus on credit ,cost and crop issues which are only responsible rural economic crisis  but even after humiliating defeat in recent New Delhi election finance minister announcement to continue economic reforms  forth coming budget  unlikely  to address core issues of Indian rural crisis, Tiwari added.
Last week only  Indian supreme court has shown serious concern over ongoing farmers suicides now on Monday taking suo motu cognizance of the newspaper reports that the Maharashtra government had denied compensation to the families of more than 2,700 farmers who have committed suicide since 2011 because of agricultural distress, the National Human Rights Commission (NHRC) has asked the state government to explain its position within two weeks. When state Govt. has turned blind eye to Indian govt. too has rubbed slat to wounds of 9 million drought hit dying farmers by sanctioning  only Rs 500 crore of the Rs 4,500 crore assistance demanded by the state government to tackle the problem after exactly 3 months resulting more than 500 farmers suicides in Vidarbha and Marathawada  region ,this is mockery  of agrarian crisis and reflects apathy of NDA Govt. toward farmer suicide issue ,Tiwari said
VJAS has insisted finance ministry to provide much needed integrated plan which will the major demands of the farmers include- minimum support price (MSP) for cotton and soybean to match the cost of production with a 50 % profit margin, new crop loan to farmers after waiving their existing debt dues, bringing new technology in agriculture and irrigation. The provisions Financial assistance for farm widows and higher education facilities to their wards along with food security and health security to distressed agrarian community should to part such solution plan which will stand in line with promises given by PM Modiji,  Tiwari added in letter  to Indian Finance minister .
